Stelkovics read the Executive Com­mittee Minutes of October 1 1, Oc­tober 12 and December 9, 1979. The Executive Committee approved the Minutes as corrected of Decem­ber 9, 1 979. The Board of Directors accepted these Minutes as a basis for further deliberations. 17) The Board of Directors en­sued on a lengthy discussion on Penn's Scenic View as outlined in Points 1 to 11, Executive Commit­tee Minutes dated October 11, 1979 and Point 5, Executive Com­mittee Minutes dated December 9, 1979. The Board approved the ac­tions taken by the Executive Com­mittee. 18) It was moved, seconded and authorized by the Board that Victory Printing be requested to continue printing the Official Publication under the present contract, with an appropriate increase in remuneration so that he can meet his increased costs. It was further resolved that the Executive Committee deal with the question of the Official Publica­tion based on the Ballew study and Field Operations. Executive Commit­tee to bring forth recommendations. 19) The Board discussed the recommendation of the Executive Committee that the Association ex­pand our efforts to create a program to discuss with professional people how to reach and invite the Hungarian people of the U.S.A. to join the Association. This program should then dovetail with our Field Program. The Executive Committee also recommended a three member Field Operation Committee which shall act with full authority to develop the entire Field Operation and is charged with the responsibility of implement­ing in total or in part the Ballew and Szilagyi recommendations. Presi­dent Charles appointed the following to the Field Operation Committee: Vice President John P. Balia, Chair­man; Directors John Sabo and William C. Kohut. The Board ap­proved the appointments and authorized the implementation of the above. 20) It is customary after each General Convention to print in booklet form the amended By-Laws. In compliance with state laws amendments to the By-Laws were filed on time with the various states, certified printed copies to be filed at a later date. It was moved, seconded and authorized by the Board that bids be requested from R. T. Lewis Co. who printed the by-laws four years ago and Victory Press currently printing William Penn Life. 21) It was moved, seconded and authorized by the Board that Medical Director Dr. Julius Kesseru receive the same honorarium as delegates received for his attendance at the 29th General Convention. 22) It was moved, seconded and authorized by the Board that Mr. Louis Janik, Vice President and Director of American Life Insurance Association, receive an honorarium for his efforts in helping to consum­mate a successful merger of American Life with the William Penn Association. 23) The Board of Directors authorized a Christmas Bonus to each home office employee, part­­time summer employees and District Office Clerks. 24) It was moved, seconded and adopted by the Board of Directors that when an employee completes twenty-five years of service with the Association that employee receive a Certificate of Merit and an honorarium. These to be presented at the Christmas Dinner of the Board of Directors commencing in 1980. 25) It was moved, seconded and authorized by the Board of Directors that in addition to the paid holidays presently provided, each employee be allowed one personal day per year commencing in 1 980. 26) Director Joseph Toma re­ported on the death of former Direc­tor Albert Ibos. He stated he visited the family, attended the viewing, of­fered a eulogy and attended the funeral of Mr. Ibos. The Board of Directors acknowledged Mr. Toma's report and thanked him for attending the funeral on behalf of the Board of Directors and National Officers of the Association. Mr. Ibos was a dedicated member of the William Penn Association and Treasurer of Branch 48, New York City. 27) In accordance with the By- Laws the Board establishes the salaries of the National Officers. It was moved, seconded and author­ized by the Board that the two Na­tional Vice Presidents receive an an­nual honorarium of $5,000.00. The new honorarium to commence from the day they were installed at the Convention, even though their new term of office does not commence until January 1, 1 980 for four years. 28) It was seconded and adopted that National Officers and appointed officers continue at the same salary until the March meeting at which time the Executive Committee will come forth with its recommendation for salary adjustments. Any salary adjustments will be retroactive to January 1, 1 980. 29) The Board of Directors com­pleted the review and discussion of the Executive Committee Minutes of October 1 1, October 12 and De­cember 9, 1979 in its entirety. It was moved, seconded and author­ized to accept same and ratified the actions of the Executive Committee. 30) The Board of Directors com­menced a lengthy discussion and review of the 1980 Tour to Hungary. A letter was read by Sec­retary Stelkovics from Alibec Inter­national Travel Agency wherein they outlined a proposal for the trip to Hungary. This trip would be operated by Capitol International Airways on Super DC-8 jets. Flight would leave on August 3, 1980 from Dayton and Pittsburgh to Budapest. Alternate flights from New York could be arranged if suffi­cient participation is indicated. Return flights from Budapest to J.F. Kennedy Airport, New York will be August 1 8 and September 1, 1 980. Director Danko indicated there were approximately 28 Branch 1 8 children from the dancing group who will travel to Hungary to participate in dance classes and other cultural instruction. He requested that the Association help subsidize the chil­dren who will participate. It was moved, seconded and authorized by the Board that the Association will subsidize each William Penn child by $100.00 towards their plane fare who will attend these cultural classes. This would also apply to any other William Penn child member who would go to Hungary to par­ticipate in the Dance Instructions sponsored by Magyarok Vilagszo­­vetsege. 31) It was moved, seconded and adopted by the Board that the William Penn Association negotiate with Alibec International Travel and reserve 150 seats on the plane which will travel to Hungary on August 3, 1 980 as soon as possible 25
