Convention Delegates Visit Penn 's Scenic View In order for the delegates elected to the 29th General Convention of William Penn Association to fully understand what the future plans for Scenic View were, the Board of Directors arranged for a tour of the site. Five busloads of delegates and friends left Pittsburgh Sunday, September 9, 1979, arriving at Scenic View early in the afternoon. There was a general briefing of future plans by Mr. Elmer Charles, National President and Mr. George Kemp, of Kemp and Associates, the firm which has been engaged to prepare the Master Plan of the site. A tour was then made of the existing facilities, it being a beautiful clear day the view from the look-out tower was gorgeous. The tour was followed by a social hour, then a buffet dinner. A very tired but very happy group wended its way back to Pittsburgh. It was pleasing to hear the expression of satisfaction from the delegates saying that the complete development of Scenic View will be a giant step forward to instill renewed life into the Association’s fraternal and social programs. (Editors note: During the Convention the delegates voted unanimously to authorize the Officers and Board of Directors to develop Penn’s Scenic View to its fullest, see Minutes of Convention for details.)
