Roger Simpson, Executive Committee, Pennsylvania Catholic Beneficial League. Fraternal Congress Convenes 67th Annual Pennsylvania Meeting Pittsburgh, Pennsylvania. Members of the Pennsylvania Fraternal Con­gress met for their 67th Annual Con­vention at the William Penn Hotel, Pittsburgh, Pa. Fifty-four societies were represented by 128 delegates registered for the three-day meeting. On Sunday, Family Life Night, Joseph J. Miller, Congress President, welcomed all delegates and guests to the opening night ceremonies. William J. W'enger, C.L.Ú., Immediate Past President of the National Fraternal Congress of America, addressed the delegates on “Fraternalism Is A Fam­ily Affair”. A family life presentation in song and story form, ‘‘If We Only Have Love”, was then performed. The play embodied fulfillment and growth in parenthood, brotherhood and mar­riage and was presented by Ann C. Oakes, producer and a member of Branch 217 of the Catholic Knights of St. George, Cathy Panzica, Mark Rougeux, and Randy Surface. At the first business session, Con­gress President Joseph J. Miller reported on his stewardship. Highlighting the achievements of the past year was the successful enactment of the Pennsylvania Fraternal Insur­ance Code. Reports of the Committees was followed by a Memorial Service for all deceased members of Societies belong­ing to the Congress. Father John Doherty, pastor of St. Peter’s Church in McKeesport, Pa., conducted the service. A panel discussion about the Penn­sylvania Fraternal Code, Act 38, was held at the afternoon business session. Moderator was Thomas R. Balaban, Esq., Secretary-Treasurer of the Penn­sylvania Fraternal Congress, and par­ticipating on the panel were represen­tatives of the Pennsylvania Insurance Department — John Drawbaugh, Assistant Director of the Bureau of Rates and Policy Approval, Sally R. Engle, Supervisor of the Life Section of the Rating Bureau, Arthur J. Scon­­ing, Supervisor of the Health Section of the Rating Bureau, and Richard Sebastian, Director of Policyholder Services. James A. Ballew, Editor of the ‘‘Fraternal Monitor”, presented a talk on ‘‘Fraternal Communications”. He urged editors of fraternal publications to use surveys to obtain information on what their readers prefer to find in the Society publication. ‘‘A Society publication is the primary instrument that binds a Society together and it’s a good recruiting tool,” he stated. Newly elected officers of the Con­gress are: President Mildred Page, Zivena Beneficial Society; First Vice- President Hon. Nicholas A. Cipriani, Order of the Sons of Italy Beneficial Insurance Fund; Second Vice- President Elmer Charles, William Penn Association; and Secretary- Treasurer Thomas R. Balaban. Thomas Balaban, Secretary- Treasurer of the Congress, was selected as the recipient of the John Jordan Upchurch Award. The award is a recognition by the Congress for ex­emplary and distinguished service to fraternalism. This was the first year the award was given. The 67th Annual Convention is planned for November 12-14, 1978, in Pittsburgh. The Pennsylvania Fraternal Con­gress is the largest state fraternal con­gress in the country. It includes 73 Societies insuring over 900,000 members. Ö O * Those who would lead must ever learn. Notice To All Members With Limited Payment Policies It has been the custom for the Association to issue a fully paid-up en­dorsement when a member has com­pleted payment on a limited pay plan policy, most frequently a Twenty-Year Payment Life policy. With the cost of postage constantly increasing and because the policy itself indicates that it becomes fully paid-up after the specified number of years, we find it no longer economically feasible to prepare endorsements and mail them out. Our experience has been that ap­proximately 90% of the people do not attach the paid-up endorsement to their policies anyway. Therefore, we believe that this conservation measure will be advantageous to the Associa­tion. Members, whose policies become paid-up, will be contacted by the Membership Services Department directly from the Home Office urging them to purchase additional insurance. 2
