The Association assumes no responsibility for the validity of any assignment and will not be bound thereby unless assignments are executed on forms acceptable to the Association and are filed in the Home Office. Any indebtedness to the Association has priority over any assignment. Point 4 becomes Point 5. Add new Point 6. PAYMENT OF BENEFITS Benefits due minors or incompetents shall be administered by the Association as Trustee. If a Court of Competent Jurisdiction appoints a Trustee, Guardian or Conservator, payment shall be made to such duly appointed Trustee, Guardian or Conservator. 17) At the request of National Presidenl it is Moved, seconded and the Board approved that each Board Member shall forward, in writing, to the National President within 30 days whatever changes or corrections he deems necessary to the present By-Laws so that further consideration may be given to this subject by the By-Laws Committee. 18) Moved, seconded and the Board unanimously adopted that the Executive Committee, when it considers By-Law changes, delete from the By-Laws the mandatory retirement age for Board of Directors, National Officers and Auditing Committee members i.e. delete Section 3 and 6 of Chapter IV and last two sentences of Section I, Chapter VI. 19) Moved, seconded and the Board adopted that the following Branches be dissolved: Branch Location 2 Kulpmont, Pa. 57 Clarksburg, W. Va. 276 Buckner, Illinois 376 Pittsburgh, Pa. 740 Administrative Branch 20) In accordance with Chapter II, Section 1 of the By-Laws the Board of Directors now discusses dividing the membership into Delegate Districts by geographical boundaries. The Board spent considerable time studying the present membership and the Branches to which they belong. After much discussion and debate it is finally moved, seconded and adopted that a tentative Delegate District by geographical boundaries be established and that be finalized at the December quarterly meeting so that the National Secretary then, in compliance with Chapter II, Section 4 of the By-Laws publish the Delegate District in the January, 1975 issue of WILLIAM PENN LIFE. 21) Moved, seconded and the Board requested the Executive Committee in planning for the 1975 National Convention they prepare an Agenda which can be completed in three days and give thought to arranging tours etc. for spouses of delegates. 22) Moved, seconded and the Board adopted the following resolution pertai ning to Policy Fees: RESOLUTION WHEREAS, the Association is seeking ways and means to improve on the old bond system of establishing Memórián, and WHEREAS, a policy fee system is now being used in the insurance industry, and WHEREAS, the Actuary has made a study and submitted proposals for policy fee system NOW, THEREFORE, BÉ AND IT IS HEREBY ADOPTED by the Board of Directors in regular quarterly meeting assembled in Pittsburgh, Pa., that a $10.00 policy fee system be adopted and introduced as soon as feasible, and management periodically review the policy fee system and make recommendations for increasing or decreasing same. BE IT FURTHER RESOLVED, that when policy fee system is adopted, the Female Rate deduction be eliminated, in keeping with requlations of some insurance departments. 23) Moved, seconded and the Board authorized the Executive Committee to review the rules pertaining to Fringe Benefits for newly contracted General Agents and Agents, and bring forth recommendations to the December Board meeting. 24) Moved, seconded and the Board approved the Minutes of the Executive Committee meeting of September 5 and 6, 1974 and ratified the action of the Executive Committee as outlined in the Minutes. 25) President Charles informed the Board that Gus G. Nagy Field Assistant to the President, has just received word that his sister-in-law, Mrs. Ethel Bujdos passed away suddenly. Mr. Nagy was excused from the meeting. 26) National Secretary, Albert J. Stelkovics, reported to the Board on his visitation to the Calvin Svnod Youth Gamp. He stated that the youth of the camp are enjoying a wonderful program being conducted under the leadership of their director and he was verv much impressed. The support that the William Penn Association gives for this cause will reap fruitful benefits to the Association and the Hungarian heritage. Due to the fact there are many William Penn members at this camp we should continue to support and possibly increase this support financially vearlv. He also report to the Board that he represented the William Penn Association at the recent reception for Cardinal Joseph Mindszenty who visited Pittsburgh, Pennsylvania. He extended cordial greetings to the Cardinal on behalf of the Association and it was well received by the Cardinal. The Board acknowledged the report of the National Secretary with sincere thanks. President Charles also thanked Secretary Stelkovics for representing the Association, since he was unable to attend these functions. President Charles informed the Board that the William Penn Association also supported the Hungarian Festival held at the Garden State Art Center in New Jersey. Present for this affair were Directors Michael Hegedűs, Frank J. Radvany, Zoltán B. Emri and Auditing Committee member, Michael Hrabar. 27) Moved, seconded and the Board accepted the Report of the National President to the Board of Directors dated September 16, 1974 in its entirety. 28) Director Veszprémi, Co- Administrator of the 1974 Bowling Tournament submitted the Final Report of the National Bowling Tournament which was held in Detroit, Michigan. The Board acknowledged the report with sincere thanks and appreciation and again congratulated the administrators and committees who worked so diligently to make this affair so successful. 29) Moved, seconded and the Board adopted the following resolution pertaining to Children’s Christmas Parties. RESOLUTION IT IS RESOLVED by the Board of Directors in regular quarterly meeting assembled this 17th day of September, 1974 that the Association’s Treasury subsidize the 1974 Children’s Christmas Parties, as follows: (a) Branches holding Christmas Parties be entitled to one dollar and fifty cents per juvenile member between the ages of 0 and 15. (b) The Home Office Treasury contributions not to exceed the following amounts: From 10 to 50 juvenile members - maximum $75.00 From 51 to 100 juvenile members - maximum $150 From 101 to 150 juvenile members - maximum $225.00 From 151 to 200 juvenile members - maximum $300.00 (e) Juvenile membership count to be based on same number as was subsidization for the year 1973. (d) Branches to properlv account to the Home Office, on forms furnished for this purpose, of all funds expended. 11
