The dam and the reservoir had been put into operation before all structures were completed and thus a dam-breach was only a question of time. Summarising it can be stated that the material of the dam was not suitable for the purpose, the design of the cross-section and of other structures was bad and there were construction faults. The dam-breach was an actuality to happen in any minute. The committee has also agreed that the dam-breech could have only been avoided if the reservoir was emptied before the flooding. There was such a resolution released but has not been implemented.
