313 The World Water Convention should cover, among other items, the monitoring and protection of the quantity and quality of the world's water resources in order to prevent global and regional water crises and to mitigate water-related disasters. The aim of the convention is to provide a common legal framework for joint actions and a code of conduct related to water resources and tro help resolve potential conflicts on international river basins. The international hydraulic research community offers its assistance to the process that leads to such a Convention. The XXV. Biennial IAHR Congress, therefore, proposes that the United Nations and its relevant specialized agencies, as a follow-up of UNCED, take effective steps towards the establishment of a World Water Convention. Moreover, it urges the international nongovernmental professional water-related associations to join in this request and furnish their expertise.
