The authors have develo|x:d a method for the determination of the magnitude of the fee to be paid for the utilization of surface water resources. Segments of streams were grouped into categories, using the following criteria: - the utilization level (Q u l) of the available - design - water resource of the stream station in concern (q%), - the average state of the water quality of the stream at the station in concern, - the ratio of additional water resource, due to storage, to the available water resource (ÖWßut). - the ratio of water resource imported from other drainage basins to the utilizable water resource of the station (ß e x/ß u t). The principle of categorizing is to order a |X)int number to the stream reach in concern for each of the above categories - on the basis of a scale of point numbers determined by experts. The final category is determined on the basis of the sum of the point numbers in such a way that those using a water resource of category I shall pay the least, while those using water of category IV the highest fee of water resource utilization. The degree of water resource utilization q is calculated by Eq. (1.), while the utilizable water resource <2 u t of the stream reach in concern is defined by Eq. (2.) On the basis of the q value 2-8 points are rendered to a given stream section (Table II). The quality condition of the stream section is determined similarly to the method of Smith (1990) (Fig 1.) for each group of water users, in accordance with the relevant Hungarian standard, using measurement data (or expert's estimation in the lack of data ). This evaluation can yield 3 to 9 points for the stream section in concern (Table II). The two indices (those of storage and water diversion), characterizing the „extra profit" achievable when utilizing this excess water resources, can add a value of zero to 4 points each to the fee of water resource utilization (Table II). Finally, the given stream section is listed into one of the four fee categories on the basis of the number of points (that can be between 5 and 25) it gained during the above described evaluation process.
