Автор своими результатами только намеревался обратить внимание на погрешности, кроющиеся в ныне применяемых статических методах анализа и желал указать на возможные пути избегания их. * * * A dynamic approach to the economic analysis of river dams by Dr. I. VARGA The international practice and trends in water-power development are reviewed. It is concluded therefrom positively that as regards the opportunities available for development, Hungary is last on the list by one order of magnitude, relative to the more developed countries. One of the potential causes thereof lies in an economic appraisal of river dam projects, which fails to mirror the actual conditions correctly. An outline is presented of the principles and methods of advanced economic analyses applicable to such major projects. The fundamental feature of the method of economic analysis proposed is that allowance is made in the appraisal for the anticipated (probable) future variations of the factors affecting economic desirability, attempting to explore the impacts of changing economic conditions. An analytical method is forewarded for application in Hungary by which the anticipated variations over time of the costs and benefits associated with river dams can be evaluated. By estimating a number of indices the desirability of a project can be analysed and alternative solutions can be compared in terms of 13 parameters. A practical application of the method suggested is illustrated with reference to the study of economic feasibility performed for the chain of river dams contemplated on the Dráva River, comprising the projects Dyurdyevac, Bares and Drávaszabolcs. The results demonstrate clearly the errors potentially introduced by neglecting the impacts of future changes. Any attempt at developing a comprehensive, generally applicable method would have been beyond the scope of the study. The results are presented with the sole aim of demonstrating the potential errors introduced by the substantially static approach to economic analyses adopted in current practice and of calling attention to the methods by which these can be avoided. * * * Dynamisch-ökonomische Analyse von Staustufen von Dr. István VARGA Der Verfasser überblickt die internationale Lage und die Tendenzen der Wasserkraftnutzung. Auf Grund der internationalen Übersicht kann eindeutig festgestellt werden, daß Ungarn, die Ausnutzung der zur Verfügung stehenden Möglichkeiten betreffend, hinter den übrigen Staaten um eine Größenordnung zurücksteht und den letzten Platz einnimmt. Eine der möglichen Ursachen dessen mag eine ökonomische Beurteilung der mit dem Wasserkraftwerkbau zusammenhängenden Investitionen sein, die die Wahrheit nicht genügend richtig widerspiegelt. Der Verfasser skizziert die Grundprinzipien und Methoden der zeitgemäßen Wirtschaftlichkeitsanalysen, die bei diesen Großinvestitionen angewandt werden können.
