Szőcs The responsibilities of the Central Danube Valley District Water Authority (No. 2 in the general map) extend to 8400 sq.km, including areas from four counties (Fig. 1). This region comprises also the capital of the country, Budapest. The functions of flood control, damage aversion and communal water management (sup­ply, sewerage) are taken care of by the municipal council of the capital in their area, the district water authority exercising its licensing and supervisory powers only, moreover providing professional assistance and guidance. All water management functions in the area outside of the capital are handled by the district authority. The area controlled by the authority is 9 per cent of the country's territory and accomodates 30 per cent of her population, more than 3 million people. Of the area controlled by the district authority 80 per cent are mountain- and rolling country, while 20 per cent are occupied by plains. The three major streams crossing the area are the Danube, the Zagyva and the Ipoly rivers, with lengths of 148.78 and 151 km, respectively. The total length of all"other minor streams is 1757 km. Of the area one-third belongs to the catchment of the Tisza River, while two-thirds to that of the Danube. Flood control extends to 148 thousand hectares, which are protected by flood levees of 232 km total length. Excess waters are removed by a network of drainage canals and pumping stations. Round 20 thousand hectares have been developed l'or irrigation. The new water management projects realized in the entire area of the district authority are described in Part J. The total cost of investments for water development purposes during the IV-th Five Year Plan period was round 10 thousand million Ft, of which almost 80 per cent were devoted to water supply and sewerage projects. Of the new projects 67 per cent were realized in the capital Budapest, the remainder in other parts of the district ( Fig. 2). The proportion of the population receiving communal water supply has increased by 24 per cent, the total water consumption by 60, while the storage capacity by 90 per cent. The functions ad activities related to the implementation of the regional water management plan of the district authority are described in Part 2. The responsibili­ties of the authority include the coordination of plans, reporting on investment programs, professional decisions on proposals, etc. The activities have involved the procurement of hydrological data, the allocation of water resources, the supervision of regional water management, the enforcement of the relevant directives and guide­lines, etc. The works performed directly by the district authority during the IV-th Five Year Plan period are described in Part 3. The majority of construction work was concerned with flood control and drainage mainly along the Danube at a total cost of almost 500 million Ft. Considerable work was done aiso on the modernization and enlargement of the drainage canals and pumping stations, as a result of which the "removal period" was reduced from 14 to 10 days. A brief description of the development projects of the next, V-th Five Year Plan is presented in Part 4. The value thereof will be greater by 60 to 80 per cent than is the last one. This applies primarily to the further improvement of communal water supply and sewerage, but makes considerable development possible in water damage aversion as well. * * *
