ALEX­ANDER DEBRECZENI, Sr., Dist. President, DANIEL MATTO, District Secretary. DISTRICT 14 Gary, W. Va. Minutes taken at the meeting of District 14 held on June 24, 1951, in Gary, W. Va. Emery Szucs, District' President welcomes the representa­tives of the branches and calls the meeting to order. He requests the delegates to elect a district president and secretary. Emery Szucs was un­animously elected President and Louis David Secretary. Chairman requests the delegates to present their cre­dentials to the secretary. The follow­ing delegates are present: Caspar Nagy from Br. 23, Emery Szucs from! Br. 25, Joseph Magyar from Br. 32, Louis Toth from Br. 208, Louis David from Br. 293, Andrew Ander from Br. 310, and Louis Kacvinszky from Br. 482. Br. 313, Beauty, Ky., was not' represented. President Emery Szucs1 requests the secretary to read the minutes taken oh Novmber 16, 1947 which were approved. Then the let­ter of the Home Office was read, dealing with the assignment of Br. 482 to District 14. The proposed amendments to the By-Laws submitted by the Home Of­fice, were then considered, and the following amendments were approved: Paragraph 5 on page 7; new para­graph following the end of Section 27 on page 39; 5th par., on page 40; 5th par. on page 41; 6th par. on page 41; new paragraph following 3rd par. on page 44; 1st par. on page 45 and the following lines; last par. on page 46 continued on page 47; 6th par. on page 48-49; last par. on page 49 and continued on 50; last par. on page 50, continued on 51; new paragraph following second par. on page 46, with the exception of the last sent­ence which, the meeting recommends, should be omitted; 2nd and 3rd par. on page 53; last par. on page 54; last par. on page 55; last sentence in 1st par. on page 56; new par. on page 57; 5th par. on page 64 and 1st par. on page 83. Proposed amendments not listed above are rejected by the meeting. Then the new proposed amend­ments, published in the Verhovay! Journal, were read and approved as a whole. Chairman calls for the presentation of recommendations by the delegates. Upon motion by Branch 482, the dis­trict meeting recommends that no one affiliated with a party or organiza­tion opposed to the Constitution of the United States shall be eligible to become an officer of the Association, not even a member, if such affilia­tion should be proved. It shall be made the duty of the district man­agers to call on the managers of the branches assigned to their districts once every three mouths and to col­lect the dues from members who are in arrears. The official Journal shall appear twice a week (a month? cd.) as before and the interests of the branches shall be given first consider­ation in its contents. — District 14 is definitely opposed to the estab­lishment of the Field Manager’s posi­tion. Andrew Ander (Br. 310), and Joseph Magyar (Br. 32) were elected alternate delegates. The meeting instructs the elected delegates to support, in addition to the amendments approved, all modifica­tions that are designed to further the progress of the Association. Presi­dent Emery Szucs thanks the dele­gates for their exemplary attitude throughout the deliberations and ad­journs the meeting. EMERY SZUCS, District President, LOUIS DAVID, District Secretary. DISTRICT 18 Br. 14.) Cleveland, O. Minutes of the meeting of Branch 14, constituting District 18, held on June 22, 1951, in the Home of Branch 14, Cleveland, O. Frank Pinter is Pre­sident and Leslie J. Dus Secretary of the District. President Frank Pinter welcomed th emembers present and called the meeting to order, briefly stressing the importance of this ses­sion. The meeting acknowledges the recommendations of the By-Law Amendment Committee of Br. 14, upon which the following actions were taken: Section a.) in paragraph 7 shall stand until the word “the branches,” the rest is to be omitted entirely and to be replaced with a provision mak­ing the majority vote of the members “present” at the meeting the decisive factor. Paragraph 23: “The Branch Of­ficers.” The second paragraph in this section to be omitted entirely and to be replaced with the following new text: “If the branch should deem it necessary to elect a secretary­­treasurer to manage the affairs and the assets of the branch, this officer shall be responsible to the branch. In case of disobedience the rules of the society shall apply to him, too, and he shall be bonded by the branch.” Paragraph 24 is to be omitted en­tirely and to be replaced with the fol­lowing: “Every officer elected by the branch shall receive the compensation set by the branch, at the time and in the amount determined by the branch. This rule shall apply to the amount and issuance of compensation to all members doing work lor the branch.” The word “only” shall be omitted in paragraph 63 and then a new paragraph shall be inserted with the following text: “A referendum vote shall be ordered also if the assets of the Association should decrease to the extent of no longer meeting the re­quirements of the insurance statutes of the states, as a result of which either an increase in the dues or gen­eral re-insurance' would become ne­cessary. For the election of one of the two alternatives, a two-third majority, of a roll-call vote of the members at­tending the meetings of all branches shall be necessary. If the membership should elect the reinsurance, the of­ficers of the association shall not be entitled to any compensation for their services in connection therewith from either of the contracting parties, ex­cept their personal expenses.” After taking the above actions, the district secretary read the proposed amend­ments to the By-Laws adopted by the April meeting of the Board of Di­rectors, which were approved by the District and it is recommended that the Convention approve same. The district meeting then proceeds to elect the delegates to the National! Convention. Frank Pinter, President, Joseph Szalay and John Bozsvay are elected delegates. Alternate delegates: Joseph Barry, Jacob Torda and Nicho­las Juhasz in the same order. After completing the credentials, Frank Pinter President adjourns the meet­ing. FRANK PINTER, District Presi­dent, LESLIE J. DUS, District Man­ager. August 15, 1951 DISTRICT 19 Cleveland, O. Minutes taken at the meeting of District 19, held on June 24, 1951, in the Verhovay Home of Cleveland, O. District President Frank Kom jrti, calls the meeting to order at 10 a.m., welcomes the delegates and requests them to present their credentials. Present are: Mrs. Joseph Domokos and Mrs. Stephen Nagy of Br. 361, Mrs. Emery Pálinkás of Br. 54, Mrs. Coloman Horvath of Br. 387, Vincent' Farkas of Br. 107, Frank Komjati of Br. 170, and John Kerner of Br. 489. After the reading and approval of the minutes, President, in his own asi well as the secretary’s behalf, thanks! the delegates for their confidence and tenders their resignation. The dele­gates unanimously re-elect Frank Komjati District President and Mrs. Emery Gal District Secretary. In regards to the amendments to the By-Laws the meeting adopts the following recommendations: 1.) “The Branch Officers.” The Branch Man­ager shall not be appointed by thfl Home Office. 2.) It shall be made ob­ligatory for each branch to elect a) branch manager from among its own members. There shall be no district managers because the branch-presi­dents have too much trouble with them. 3.) Dividends shall be paid each year, not only to the new members' but also to the old ones. 4.) There shall be no change in regards to the provisions applying to the collection of dues. This shall remain as it has been heretofore. 5.) The National Pre­sident shall be the chairman of the Convention. 6.) The Convention shall last for one wyeek. District 19 autho­rizes the delegates to the National Convention to fellow their own judg­ment wyhen voting on all other mat­ters. The following were elected dele­gates to the National Convention by District 19: 1.) Frank Komjati from1 Br. 170, 2.) Mrs. Emery Palinkaa from Br. 54. Alternate delegates: 1.) John Kerner from Br. 489, 2.) Mrs. Joseph Homokos from Br. 361. The meeting decided that the next district session shall take place again in the Cleveland Verhovay Home. The meet­ing was adjourned at 3 p.m -by Presi­dent Frank Komjati. FRANK KOM­JATI, District President, MRS. EMERY GAL, District Secretary. DISTRICT 19-B Br. 45.) Cleveland, O. Minutes taken at the meeting of Branch 45, constituting District 19-B, held on June 22, 1951, in the evening, in Cleveland, O. Chairman of the meeting was Joseph Drotos District President and Secretary Louis Ba­logh. Chairman welcomes the mem­bers present, though he hoped the members would attend in larger num­bers as 500 post card invitations have been mailed out and the meeting also was advertised in the Szabadság Daily. Still, only thirty members ap­peared at the meeting, but a quorum being present, President Joseph Dro­tos called the meeting to order. President calls for the election of two delegates and two alternate dele­gates to the National Convention. Fellow-Member Készéi moves that a separate ballot be taken for each elec­tion. But Louis Balogh points out that this would not be a democratic procedure.. His view was accepted by the meeting which elected with 24 votes Joseph Drotos as the first dele­gate and with 16 votes Louis Balogh second delegate. Mrs. Wm. Szabó and Mrs. Leslie Csorba were elected al­ternates. President expresses his sa­tisfaction over the smooth manner in which the election was held.
