Recommendations of Branch 132, South Bend, Ind., represent­ing District 26/B, to the 1947 Na­tional Convention of the Verho­vay F. I. Association. ' Chapter III, §9: The Organiza­tion of the Board of Directors. The Verhovay F. I. Association shall be divided into 13 districts. Each directorial district shall have at least 3-4,000 members. A di­rector and an alternate director shall be elected of each district. §12: The Supreme Organizer. Applications shall be invited for this position and the best quali­fied applicant shall be appointed by contract by the Board of Di­rectors. Promotion. Due to the inade­quacy of the present promotional system changes are to be effect­ed, solely to the advantage of the Association. We recommend that a promotional district be »made of each branch having at least 1,200 members and requesting such ac­tion. The Manager, elected by the Branch and confirmed by the Home Ofice, shall be automatical­ly appointed “district manager”. Such district manager shall be independent of all other organiz­ers and be responsible directly to the Supreme President or the Supreme Organizer, if the lat­ter's position is filled. Chapter V, §44: Trust Fund. If no claims are filed by the be­neficiaries of a deceased mem­ber, within one year of his death, the names of the bene­ficiaries shall be published at. least three times in the Verhovay Journal with the information that the death benefits may be claim­ed at the Home Office. If the beneficiaries reside abroad and no claims are filed within a year, the Association shall fur­nish their names to the consu­late of the country in which they reside. It is a matter of decency dnd fraternalism that this be done whenever necessary. Chapter VIII., §66: The Offi­cial Organ. “For the purpose of the information of the members and the public regarding the financial and moral status of the Association and to aid in mem­bership organization matters, and to inform the membersj-egarding the events in the life of the As­sociation and for the publication of official notices, communica­tions, receipts and disbursements, final accounts of the different funds and the trial balances and the official directory of the As­sociation an official organ to be named ‘Verhovayak Lapja”, in English “Journal of the Verho­vay Fraternal Insurance Associa­tion” shall be published once every week in the Hungarian language and twice a month in the English language. In 'addition t® the purposes stated above the aim and object of the “Verho­vayak Lapja” shall be the fos­tering and advancement of the Hungarian language and culture according to §lb.) of the Con­stitution and By-laws. The Sup­reme President shall be the edi­tor and the Supreme Secretary and the Supreme Auditor shall be the Associate editors of the Official Organ.” The Official Organ has not been published in accordance with the above quoted provisions of the By-laws for quite some time, in fact, the Hungarian Journal is published semi-month­ly instead of weekly. And, though the volume of the Journal has been reduced for reasons of eco­nomy, a well paid “editor” has been employed. We recommend that the Ver­hovayak Lapja be published in accordance with the provisions of the By-laws and that it shall contain, in addition to the of­ficial statements, literary and scientific articles for the purpose of fostering and advancing the Hungarian language and that no space at all shall be given to political articles or theories. The recommendation of the Home Office that the member­ship be represented at the Na­tional Convention by one dele­gate for every 500 members is not approved by District 26/B and the representatives of the District have been instructed to maintain the district’s position at the National Convention. The recommendation of the Home Office that the delegates to the National Convention be paid $100 is opposed by District 26/B, on the ground that there is no justification for curtailing the activities of the representa­tives. It is recommended further that a roll call vote be ordered upon request by 5 delegates and that decisions enacted by roll call vole shall not be subject to re­peal or amendment by subsequent voting. The Verhovay F. I. Associa­tion is a fraternal institution and, as such, must not deal with politics. Neither the officers nor the members shall represent the Association at political meetings or in political matters. j increasing of the managers’ com­pensations. The in­crease is to be used for the com­pensation of branch managers. At the same time the payment of 30 cents annually per member to the branch shall be continued. §31: The last sentence of article 2 shall be amended to the effect 1 sociation. MINUTES, taken at the meet­ing of the Committee of Amend­ments to the By-laws, of Branch 443, Detroit, Mich., representing District 25/B., held on July 12th, 1947. t.) Present are the following members of the Committee: Mi­chael Burdohan, Stephen Nagy, Mrs. Louis Korponai, Mrs. And­rew Csörgő, .foseph Letenyei and Joseph Szabó. 2. ) The meeting is called to order by District President Mi­chael Burdohan who requests the delegates to the National Conven­tion to endeavor the adoption by the Convention of the recom­mendations agreed upon by the Committee. 3. ) The Committee recommends the adoption of the following re­commendations: §4: District 25/B does not ap­prove of the provision that only American born members or those who have received their educa­tion in American schools are eli­gible to be representatives in the English speaking districts. The District recommends the amending of this provision to the effect that any member in good standing, and speaking the English language, shall be eli­gible. §6: line 3, “Each Branch hav-9 were elected delegates to the National Convention. Stephen Horvath of Branch 422 and John Gyermeli of Branch 168 were elected alternate delegates. The expenses of the meeting, totalling $213.45, were approved. The meeting of District 4, held on June 29th, 1947, was called to order by chairman Martin Veres. The following attended: George Földessy and Stephen Kovács of Branch 9, Franklin, N. J.; Ste­phen Vayda, Joseph Nagy and Paul Ferenczy of Phillipsburgh, N. J., Br. 133; John Gyermeli and Emery Horvath of Branch 168 Palmerton, Pa.; Martin Ve­res of Br. 234, Alpha, N. J.; Jo­seph Szajer and John Szajer of Br. 420, Nazareth, Pa.; Stephen Horvath of Br. 422, Easton, Pa.; Iatuis Kovács of Br. M.33, Betle­hem, Pa. Paul Ferenczy, District Record­er, attending ex officio, read the j one delegate for every 300 mem­­minutes of the last meeting which bers shall not be changed. The meeting of Branch 296, Springdale, Pa., representing District 8/D, was held on June 8th, 1947. The meeting was cal­led to order by District Presi­dent Stephen Varga who announc­ed that Branch *296 had attained District status and, as such, is entitled to elect its own represen­tative to the National Conven­tion. William Blizman is elected delegate and Julius Telegdy al­ternate delegate. The task of formulating the recommendations of the District is assigned to the officers of Branch 296 and a committee of seven. The recommendations of the Committee are stated in the following. 1.) Part L, §3: the provision pertaining to representation by sentation of the business matters to, and the recording of the pro­ceedings of the Board of Di­rectors by the Supreme Secretary is held improper. A recording secretary shall be elected from among the members of the Board of Directors. The supreme officers and directors shall have no po­wer to increase their own salaries. Only the delegates to the Na­tional Convention shall have the right to decide in matters re­served for the jurisdiction of the Convention. 4. ) The meeting rejects the proposal that the delegates to the National Convention shall be entitled to only $100, and requests that the custom of per diem fees be retained. 5. ) The Convention is urged to waive the premiums of all mem­bers who have attained the age of 65 and have been members in good standing for 30 years. Mem­bers of the Sick Benefit depart­ment, treated in hospitals, shall be eligible to receive sick bene­fits beginning with the first day of hospitalization. 6. ) Chapter V., §20: “15 mem­bers” shall be amended to read “25 members’’. In communities where other branches already are established, the consent of the local branches shall be re­quired for the organization of a new branch. 7. ) The managers of branches constituting districts by them­selves shall receive 50% commis­sions after new members. 8. ) The Home Ofice is re­quested to prepare statements showing the salaries and personal production records of the district managers. 9. ) In reference to sports al­lotments Oistrict 8/D recommends that, in the future, juvenile mem­bers holding 500 and 1,000 dol­lar certificates be taken into con­sideration together with the sen­ior members when determining eligibility for such grants. The District Session of Branch 36, Detroit, Mich., was held at the former Verhovay Home ' on June 29th, 1947. 1. ) Welcoming the members, District President Joseph Mar­­ezis dwelled on the importance of the meeting which was called for the election of the delegates to the National Convention. Stat­ing that all members had been sent notices of the session, he called the meeting to order. 2. ) The minutes of the last district meeting were read by the Secretary, adopted by the meet­ing and witnessed by Ernest Pá­los and Joseph Mosó. 3. ) The schedule of business was read by the President, from the post-card mailed to each member of Branch 36. The sched­ule was unanimously adopted by the meeting. 4. ) Chairman announced that the district is entitled to send six delegates to the National Convention. Nominations were called for and the following mem­bers were nominated: John Bozo, Stephen Józsa I., Ernest Palos, Casper Papp, Rev.
