We believe that under such a program no increase in the present tax mill­­age will be necessary for debt service on any of the new issues. It is the unanimous judgment of your Board of County Commissioners that a vigorous program of public improvements is necessary and timely. To that end we are submitting to you a proposal consisting of three integral parts: Bridges, Roads and Airways facilities, all of which wc deem neces­sary to the growth, convenience and prosperity of Allegheny County.
