The proposed amendments to the by-laws by a branch shall he forwarded to the Executive Committee at least one month before the first day of the Convention. 17. Every branch manager and branch officer should read our by-laws and particularly study those parts of our by-laws which are related to the election of the Convention delegates and alter­nates at the branch meetings which must be held in accordance with the requirements of our by­laws. 18. I ask our dedicated Branch Managers and Branch Officers to hold the branch meetings and elect the delegates and alternates as required by our by-laws and to promptly mail the result of elec­tions, copies of the minutes and branch resolu­tions to the Home Office, attention: Secretary. ARPAD GEORGE Secretary ☆ ☆ Convention References In The By-Laws Of The HRFA Related To The Branches QUORUM: 10/d. “One-twentieth of the membership of any branch at the annual or special meetings and at least five members at the monthly meeting of the branches. If a quorum is not present at the first meeting, a second meeting shall he called at which those present, regardless of number shall constitute a quorum.” ELECTION OF DELEGATES: 14. “Each branch having a minimum adult membership of 300 shall send one delegate to the Convention. Branches having more than 300 members shall send one additional delegate for each multiple of 300 members. Branches having less than 300 members will be grouped in units of not less than 300 and not more than 375 members, and may jointly send one delegate. The grouping of these units will be arranged by the Secretary of the Federation according to geographical location, in concurrence with the Executive Committee and with the approval of the Board of Directors. The delegates and alternates shall be elected by separate ballots at a special meeting within sixty days following the announcement in the official publication of the meeting date of the Conven­tion by the President as directed by the Board of Directors. Their names shall he certified to the Secretary within 10 days after the election. Each certification shall he accompanied by a copy of the minutes of said meeting, the names and certificate numbers of the members present at the meeting and their signatures. A delegate, an alternate must have been in the membership of the Federation and of the branch, or one of the branches of the group he is repre­senting, for at least one year prior to his election, and must have fulfilled all his membership ob­ligations. Branches formed within one year pro­ceeding the Convention shall be exceptions. Officers of similar organizations or employees of the Federation receiving a monthly salary can­not be delegates.” NUMBER OF CONVENTION DELEGATES: 15. “The elected delegates shall constitute no less than two-thirds of the voting members of the Convention.” ELECTION IRREGULARITIES: 16. “In the event any irregularity is discovered by and submitted to the Executive Committee, it shall be the duty of the Secretary to investigate such alleged ir­regularities. If he finds an irregularity, he shall notify the branches to take corrective action. If such corrective action shall not have taken place within 30 days, the Secretary shall report the irregularity to the Board of Directors with the recommendation of the Executive Committee. The Board of Directors shall either approve or reject the recommendation and shall, through the Secretary, notify the branch of its decision. Rep­resentatives or alternates of the branches shall have the right to appeal such decision to the Convention whose decision shall be final.” MEMBERSHIP RIGHTS: 57 & 73. “All members of the adult insurance department of the Federation may he present at the meeting of the branch. A member in arrears in dues for 30 days shall not be entitled to vote. 4
