In branches where a branch manager is appointed by the Secretary, the branch treasury shall not make deductions from dues collected. In such cases the branch manager shall deduct the stipulated service charge. All other expenses pertaining to branch management, and approved by the Secretary, shall be reimbursed from the treasury of the Federation. Branch Responsibilities — Brotherhood 65. Responsibility for proper branch management shall rest with its elected officers individually and collectively. In the event of any loss suffered by the Federation, the officers shall be accountable to the Secretary of the Federation who, with the Executive Committee, shall take appropriate action. Lack of attention to duties, negligence, failure to secure adequate new members shall be cause for suspension or removal from office by the Secretary, who shall report his action and the reasons thereof to the Supreme Council. 66. In the spirit of fraternalism the members shall nurture friendliness and show proper respect to one another. Upon the death of a fellow member, the branch shall have representatives at his burial and express condolences. A wreath shall be sent in the name of the Federation, the cost of which shall be determined by the Supreme Council. — 35 — ARTICLE VII MEMBERS Qualifications — Admission — Suspension Reinstatement 67. Upon the recommendation of an appointed representative, any person of good moral character, over 16 years of age, but not older than 65, may become an adult member of the Federation. He cannot be a member of any party or movement, the aims of which are contrary to the Constitution of the United States. Those living in concubinage or those adverse to religion or church shall not be acceptable for membership. 68. The applicant for membership shall answer all the questions on the application truthfully. A member who has secured admittance through false answers may be expelled from membership as soon as the falsehood is discovered and proved. If the falsehood is not discovered until his death and proved only then, paragraph 99 of these by-laws shall apply. If such benefits shall have been paid fully or in part, the same shall be recoverable by !he Federation, regardless of whether the recipient of the benefits has already receipted the same; provided such action is commenced within the contestable period. — 36 — FRATERNITY
