FRATERNITY 3 votes in the NATO Council have shown that most of our NATO allies are willing to join in banning long-term credits — if the United States will give a vigorous lead. No contest, hot or cold, was ever won by a totally defensive attitude. The disasters in Laos and Vietnam show that we cannot successfully defend freedom unless we seek to extend it. Therefore, we must reaffirm our unalterable purpose to restore liberty to the captive peoples of Eastern Europe, Cuba and Southeast Asia. C. E.
