FRATERNITY 7 the next two days be used for committee meetings, after which the Convention should resume its plenary sessions. The Convention unanimously accepted the resolution of the Supreme Council. 8. Secretary George E. Kerekes Borshy presented the study and recommendations of the Supreme Council relative to the assignment given by the previous Convention to adjust the paragraphs of the By-Laws according to the universally used parliamentary procedures. He reported that the officers reviewed the By-Laws and concluded that in the overwhelming majority their rulings correspond to the universal parliamentary procedures. Therefore, they recommend only the following resolutions: a) During the discussion of motions the first vote should always be on the amendments. b) If during the plenary session anyone submits a motion which was not yet discussed by the proper committee, that motion must be presented in written form to the Chairman of the session. c) No one can vote in place of absentees. d) During discussions the Chairman can furnish actual information only, but cannot participate in the discussion. e) The order of elections will be as follows: President, Secretary, Treasurer and Auditor should be elected separately either with unanimous acclamation or with ballots, in this latter case with absolute majority; First Vice President and Second Vice President should be elected separately with simple majority; finally the members of the Supreme Council should be elected with simple majority voting separately for each member in each district. The Convention unanimously accepted the recommendations of the Supreme Council. 9. Secretary George E. Kerekes Borshy introduced the recommendation of the Supreme Council that the fully accredited delegates of the Convention receive 10 cents per mile for their traveling expenses and $30.00 per day for their traveling time, counting one day for traveling within 100 miles and two days for greater distances, while the delegate from California could count two days for each of his trips and the expenses of travel by airplane. Finally the Supreme Council recommended that the fully accredited members of the Convention each receive as reimbursement of their expenses an honorarium of $250.00, disregarding the length of the meeting. Upon the recommendation of Dr. Stephen Szabó and others, the Convention unanimously accepted the recommendations and included in its stipulations all the advisory members and the Recording Secretaries of the Convention, and also the two invited representatives of the press.
