SUMMARY

The study examines in three segments the role that American, Italian, and French aid and support action in Central Europe (above all in Budapest and Vienna) played in the everyday lives of the countries concerned, and how such actions were intertwined with the attempts of the great powers to enhance their local political influence. While the extensive and enviable relief programs that the United States operated in the eastern half of the continent, under the supervision of future President Herbert Hoover, were guided by some kind of general humanitarian principles, the Italians unambiguously subjected their support to the principles of power politics. As for the French, instead of large-scale support they put the emphasis on reactivating infrastructure, in which area competition with the British was most intense. This study demonstrates this effort through the operational environment of the International Danube Commission.
