624 SOÓS LÁSZLÓ minister was accepted by the parliament onlO march 1904. This meant at the same time that the bill on the offer of recruitment quota was taken off the agenda, maintaining the impossibility of disbanding some 80 000 additional reservists. Referring to the miserable state in which the families of the additional reservists lived, opposition MP Kálmán Thaly proposed to István Tisza that he should revoke the bill, in return for which the opposition would engage itself to adopt the laws which would be necessary for the proper working of the country. The patriotic proposal of Thaly was accepted by the representatives, and, consequently, the work of the parliament was not disturbed by obstruction in the peaceful period which lasted until the strike of railroad workers. As the parliamentary measures which Tisza took in the second part of 1904 in order to modify the standing order were rejected not only by the opposition but also by a majority within the Liberal Party, the elections held with a view to solving the political crisis brought about the defeat of the governing party and the collapse of István Tisza’s first government.
