The consitution of Kremsier, made public on March 4, 1849, did away even with the formal independence of Hungary and made it an integral part of the unified Austrian empire. As a reply, the House of Habsburg was deposed from the Hungarian throne on April 14. The republic was still not proclaimed simultaneously. The author finally establishes that also Kossuth's considerations as regards foreign policy have to be taken into consideration because this was the reason of his separating the causes of independence and the republic. Although the form of government did not change formally in April, 1848 but the new regime was practically republican with Kossuth as governor at its head.
