2. Session/Séance: Brejon de Lavergnée, New economic Zones and their Archives particular, the main features of which are developed in Brussels on a continental scale. They usually have a common frontier and are often christened euroregions. Thus on 21 July, 1991 in Lille, Nord-Pas-de-Calais, Kent (in the United Kingdom), Flanders, Wallonia and the capital city of Brussels signed an agreement to increase cooperation between themselves in five specific areas (regional develop­ment, technological exchanges, the environment, exchanges of managerial staff, promotion of the euroregion). Not to be outdone, in the same year Lorraine, Luxembourg, Saarland and Rhine- land-Pfalz in Germany established their euroregion with the vivid title SARLOR- LUX of which the symbols of trans-border cooperation are the „World Trade Centre“ in Metz-Saarbrücken and the aerial platform in Metz. The origins of this euroregion date back to 1970 when a Mixed Franco-German Governmental Commission was set up, which met for the first time on 19 February in Bonn without a representative from Luxembourg; a second meeting was held in the German Federal Republic at Saarbrücken on 24 May 1971, this time in the presence of representatives from Luxembourg. Indeed the existence of various trans- regional relations within an area covering Saarland. Lorraine and Luxembourg had made it clear that there was a need to establish an official interstatal authority for the solution of certain problems, which were matters falling within the responsibilities of the member states. The Mixed Governmental Commission set up a regional commission responsible to the Mixed Comission for the study of regional problems in the frontier zone, Saarland, Lorraine-Luxembourg. It is made up of representatives of the governments of the different Länder, of the government of the Grand Duchy of Luxembourg, the prefects of the four départements in Lorraine as well as the prefect of the Lorraine region. Subject working parties have been created within the regional commission. Similarly, steps have been taken amongst the deliberative bodies of the five re­gions and the countries which meet together in an Intcrcgional Parliamentary Council (IPC) in order to a common view on development. It was created by an ag­reement signed in Metz on 17 February, 1986 by the chairmen of the Landtag of Saarland, the Landtag of Rhineland-Pfalz, the Regional Council of Lorraine, the Provincial Council of Belgian Luxembourg and of the Chamber of Deputies of the Grand Duchy of Luxembourg. IPC is organised around a General Assembly, which comprises representatives of each region and country, presided over for one year at a time by the chairmen of the five regions and a standing committee, responsible for preparing the work of the Assembly General in the five working commissions which have been created (economic affairs, social affairs, transport and communications, environment and agriculture, education and culture); the Standing Communittee is composed of the Chairman and four Vice-Chairmen of the Council as well as the chairmen of the five-working committees.
