2. Session/Seance: Brejon de Lavergnée, New economic Zones and their Archives Secretary General or another similar member of the General Assembly, who takes over the duties of the permanent Clerk of the Council during the therm of office of the chairman. The Regio Basiliensis brings together the Basle Regio, a Swiss national associa­tion founded in 1962, the Upper Rhine Regio, composed of the municipalities of Colmar and Mulhouse, the General Council of the Upper Rhine, the Executive Com­mittee for Economic and Social Progress in the Upper Rhine (CAHR) together with elected members of the département and the Regierungs-Präsidium of Freiburg. The institutions of the Regio are as follows: the Franco, German-Swiss Inter­governmental Commission, established on 3 November 1975, which draws up rec­ommendations and drafts of agreements. It meets once a year in one of the three states in turn. It comprises three delegations of eight members under the supervision of the Ministers for Foreign Affairs and their nominated experts. It has set up two regional committees: Bipartite Regional Committee for the northern part of the Up­per Rhine, which deals with matters of interest to the French and German partners only and a Tripartite Regional Committee for the Southern part of the Upper Rhine, which deals with matters of trinational interest; this latter committee meets twice a year in one of the three sub-regions of the Regio, it is composed of three delegations of five members, assisted by experts, under the supervision of the Regierungspräsi­dium of Freiburg, the Prefecture of the Alsace region and of the Economic and Social Department of the Canton of the city of Basle. Its programme of activities is drawn up at periodical international co-ordinating meetings organised by the Basle Regio and coordinated with those of the Bipartite Regional Committee2. The Council of Léman includes two French départements (Ain and Haute Savoie) and three Swiss cantons (Geneva, Valais and Vaud). It was established by an agree­ment signed on 19 February, 1987. The Council is a consultative body and makes recommendations for the benefit of the appropriate authorities of the contracting parties. It consists of a committee of fifteen members appointed by the relevant can­tonal and départemental authorities. It meets twice a year. In turn each of the five cantons and départements takes over the chairmanship of the committee for a term 2 The international coordinationg service of the Regio is affiliated to the Regio basiliensis; under the directi­on of the Economic and Social Department of the canton of Basle City, it acts as secretarial of the Swiss delegation to the tripartite regional committee; it is responsible for organising the periodical meetings for international coordination and meetings of tripartite working parties of the tripartite regional committee. By the expedient of using the international coordination service, the following are partners in its work of coordination: in Germany the Regierungs-Präsidium Freiburg, and in France, the Regional Mission of the prefecture of the Alsace region. Apart from the three authorities mentioned, the permanent members of the Periodical meetings for interna­tional collaboration also include: From France: OEDA (Organisation for the study, development and planning of the Alsace region, Strasbourg), sub-prefecture of Mulhouse, Regio of the Upper Rhine (Mulhouse), CAHR (Colmar/Mulhouse).
