Opening Session - Séance d’Ouverture des Douze, tantôt la Communauté Européenne et tantôt toutes ces Europes indéfinissables en ébullition, en dissolution et en reconstitution. Dans ce contexte où le sol, pour ainsi dire, émouvant par définition, le Conseil International des Archives que j’ai l’honneur de présider, a compris qu’il fallait des structures à la fois plus formelles, mais aussi très souples, pour encadrer un programme européen qui répond aux besoins les plus diversifiés et changeants, ce contingent le plus actif parmi ses membres. C’est ainsi que j’ai demandé à Jean Fabier, l’ancien président du Conseil International des Archives, de présider une commissi - on ad hoc, pour recommander à l’exécutif - et le rapport sera soumis d’ici l’automne - une structure appropriée pour le programme européen. En attendant, ce programme européen est coordonné par un bureau que préside Madame Saratiak, keeper of the public records office de Londres. The complexity and number of archival problems everywhere in Europe call for carefully thought and close cooperation. Consequently the theme of this conference „Nouvelles Formes et Perspectives de Cooperation archivistique en Europe“ is very appropriate. The problems and some tentative solutions have already been discussed at a meeting of European archivists in Maastricht in 1991. You will now be looking at specific issues whose pertinency and urgency are of interest not only to the European members of the International Council of Archives but also ultimately to the whole international community. In the context of globalization, interdependence and instantaneous communications, anything important that happens in our profession in one corner of the world has positive fallouts elsewhere across the world. And what Europeans will learn together, we will benefit from all of us. And as other experiences on an other continent may shed light on your cooperation ventures in Europe. The subthemes of the conference are fascinating in their topicality and their implications for the future. For instance, international cooperation in Europe notably between the States that succeeded to Austro-Hungarian Monarchy. Regional cooperation. New economic Zones and their archives. The situation in specific regions and the ones that have been chosen are the Upper Rhine, the Adriatic Alps and the Scandinavian and Baltic countries. Coordination in terminology. Given the context of linguistic barriers it was very interesting that though walking by yesterday I saw this monument to Mr. Esperanto. Coordination of archival research and dissemination of professional information. Mobility from the German and the Dutch point of view. Databases and distance communications creating a new European history: All these themes are very burning issues, indeed. J’ajouterais que le Conseil International des Archives s’intéresse particulièrement à la coopération européenne, bien sûr dans le sens le plus général, mais il est clair que des situations graves existent en plusieurs pays d’Europe centrale et d’Europe de l’Est qui appellent un effort international particulier. C’est ainsi que le CIA a parrainé deux mini-colloques entre divers pays européens au sens large, et les dirigeants des archives de la Fédération de Russie pour identifier certains échanges possibles susceptibles d’aider les uns et les autres. Même la question des archives déplacées a été évoquée, tout comme celle d’ailleurs de la formation d’archivistes, à l’accès à 8
