Therefore, more often than anything else, it can become the subject of public debate, either within the sphere of civil society or beyond the political arena. As it is always in sight, this is one of the most important areas of minority rights in psychological terms: if we extremely simplify the question, we may say, the more minority language signs, the higher the respect for minority rights. It is no wonder that within today’s civil (and sometimes political or state motivated) minority rights aspirations the aim for expansion of visual bilingualism plays a key role. The State Language Law, which underwent extensive modifications in 2009, makes it compulsory to have all public signs and notices displayed in Slovak on the whole territory of the Slovak Republic. The only exception is the display of company and institution names, brand names, as well as foreign language expressions well established in the Slovak language. A solely Hungarian public notice can only appear in the Slovak Republic if names of companies, organizations, institutions or brand names are concerned. Despite protests by international organizations (led by the prestigious Venice Commission) against the strictness of this legislation, mentioning suspicion for unjustified restriction of the freedom of speech, the Slovak legislature refused substantial mitigation. This regulation is now the basis for the possibilities of visual bilingualism in Slovakia. The regulation is so detailed, that it clearly belongs to the category of the absurd. It meticulously covers the sequence and font size of notices in different languages and, in addition, it makes a distinction between minority-inhabited settlements and other areas of the country. The provision about the obligatory display of Slovak language in its indicative list mentions all those public spaces where notices for the public usually appear -Cet amendement non seulement dépasse les engagements de la République Slovaque issus de la Charte européenne des langues régionales et minoritaires, mais rend l’administration plus compliquée, même dysfonctionnelle dans certains cas, et servant les objectives révisionnistes de Budapest il menace l’unité et la souveraineté de la République Slovaque.
