Although it determined the republic as the state of the Czechs and Slovaks, it also guaranteed the equal rights of citizens of the country regardless of ethnicity or race. Article 25 secured the Hungarian, Polish and Ukrainian ethnic citizens’ right for education and cultural development. The state’s policy towards Hungarians could further be characterized as ambiguous.
