in Kaposvár he shows how the commercial struggle between the cinemas and the theatres was intended to be interpreted as a culture fight in the era. In 1912 on the pressure of the town leadership of Kaposvár the police superintendent employed by the town ordained the cinemas to be closed during the theatre performances. In the resulting fight the town leadership wanted to limit the free market activity of the cinemas, emphasizing the cultural superiority and nationalist mission of the theatre. In opposition to this, the contemporary local press favoured the free opening hours of the cinemas and the free cultural consumption. The present case study wishes to present the plurality of the contemporary public life of the town through the multi-viewpoint analysis of this history of events and also the lobbying activity of the public administrational authorities reaching as far as the state administration. The study is the continuation of the publication with the title “The Activity of Somogy County Members of Parliament in the Chamber of Deputies during World War I. Part I. ” published in the Annual of 2011. The author follows the performance of the representatives of the Somogy County constituencies in the Parliament between Charles IV’s accession to the throne and the dissolution of the Parliament, with the help of the Records of the Chamber of Representatives and the newspapers Somogyvármegye (Somogy County) and Somogyi Hírlap (Somogy County News). SUBA JÁNOS: THE BORDER DEFENCE OF THE HUNGARIAN STATE IN THE 19-20™ CENTURIES (HISTORIC REVIEW) The structure and the activity of the border defence are determined by the internal political situation of the given state. The border defence in the Dualistic period was characterized by liberalism and rationalism, which was economical and efficient. The interest of the government was to strain the undesirable traffic at the borders but not to limit the travel of the wide layers of society at the same time. The execution of border defence as a partial professional duty was done by professional bodies. These organizations constituted an organic part of the Hungarian public administration. The Trianon peace dictate resulted in a new situation in the Hungarian border defence; partly because the Hungarians became bordering on themselves and partly because organic economic territories and family relationships were cut into two by the new border. That is why local “small” border traffic was important. In the independent country the border defence bodies performed a dual task. On the one hand, -as a legal task- they carried out the protection of the state border, and as a part of this, the defence of the green border and the enforcement of the border order, also the control of the distance- and short “small” border traffic. On the other hand -as a hidden task- under the camouflage of their organization they hid military forces along the border. After 1938 the non-border defence forces were assimilated into the army, under the name border hunter. In the 1950-s in Hungary belonging to the Soviet sphere of interest, the Border Guards performed their activity as a part of the armed forces, with a military character, under a direct party guidance. Along the western and southern state borders the primary task was to seal the borders of the Soviet block hermetically. The system of the border defence was established completely subordinating it to the political objectives, the Soviet and coalition interests, weighing the forces and means to the western and southern borders according to the enemy-image of that time. After 1990 a new corporate and law enforcement concept was realized. With the justification of our accession to the Schengen-zone in 2008 the police and the border guards were integrated. The border guards of 10 thousand people were merged into the police. 211
