Summary JÓZSEF KÖBLÖS Legislative Process in the Pápa College until the End of the 18Ath Century Law-books are instrumental base-documents in the inner lives of colleges. Due to changes in curriculum, educational system, behavioral and dressing codes and in standards of discipline, some parts of laws need changing. In most cases amendments were attached to certain paragraphs. These were first put down at the end of the law-book and then, when a new copy of law-book was being made, the amendments got incorporated into the previous text. When too many amendments accumulated, it was time to construct a new law-book. It is this process in the history of the Pápa College that we reconstruct in this study. The text of the first law-book formulated in 1585 was only preserved by a volume copied in 1728-1729. But this text, originating from the late 1720s, includes amendments from later periods as well. Paragraph 24 must have been formulated after 1725 since its text mentions a student rebellion taking place on 20 November, 1725. The origin of paragraphs 21-23 must go back to the period following the 1660s, considering the dates of issue of the student's books listed here. Amendments made after 1725 were not attached to the 1585 law-book. These texts were preserved by the first minute-book of the local presbytery. There are two tendencies that can be identified when examining the six new amendments: more severe punishments and the dependence of the rector on the patrons. The Adásztevel period discountinued the legislative process, but the reconstruction of the College,a period of one and a half decade lasting until 1797, intensified the process. The second minute-book of the Pápa Presbytery contains shorter and longer amendments representing a change in the previous tendencies. Punishments became more motivating as opposed to punitive sanctions, and the independence of rectors began to grow at the expense of lay leaders. As a new stage in the process, new law-books occured, first in 1789 for the elementary and grammar school and then in 1794 for the higher education. Finally it was time to construct a new law-book that aimed at regulating the entire life of the College. As a result of the process, the second law-book of the College was declared in 1798. 82 Acta Papensia VII (2007) 1-2.
