242 1062. ARTICLE XXII. Goods whose importation and sale in Siam are at present subject to certain restrictions are: 1. Guns bullets, gun-powder, ammunition and othev implements of war, which according to Tariff Sect. IV. can only be sold to the Siamese Authorities or with their permission and if such permission is not given, must be reexported. 2. Ópium, which can be imported free of duty but can only be sold to the Ópium farmer or his agents. In the event of no arrangement being effected wíth them for the sale of the ópium, it shall be reexported and no impost or duty shall be levied thereon. Any infringement of this regulation shall subject the ópium to seizure and confiscation. Respecting the import and sale of fermented and destilled liquors the citizens of the AustroHungarian Empire shall enjoy the same privileges and be subject to no other restrictions than those agreed upon with regard te french subjects in the convention of August 7-th 1867. The Siamese Government resorves to itself moreover the right. of prohibiting the exportation of rice fish and salt whenever itt shall find reason to apprehend a dearth in the country. But such prohibition, which must be published one month before being enforced, shall not interfere with the fulfilment of contracts made bona fide, before its püblication; the merchants of the Austro-HuugarianMonarchy shall however inform the siamese authorities of any bargains, they have concluded previously to te prohibition. It shall alsó be permitted that ships which have arrived in Siam at the time of the publication of said prohibition, or are on their way to Siam from Chinese ports or from Singapore, if they had left these ports before the prohibition to export, could be l'nown there-may be laden witk rice fish and salt for exportation. Spécié, bullion, provisions and personal effects maybe imported and exported free of duty. Should the Siamese Government hereafter reduce the duties on goods imported or exported in Siamese or other bottoms, vessels belonging to the Austro-Hungarian Monarchy which import or export similar produce, shall immediately participate in the benefits acruing from such a reduction. SZÁM XXII. CZIKK. Azon áruk, melyek bevitele és eladása Siamban jelenleg bizonyos korlátozásoknak vannak alávetve, a következők: 1. Ágyuk, ágyúgolyók, lőpor, löszerek, ós más hadiszerek, melyek az idecsatolt tariffa IV, szakasza szerint is a siami hatóságoknak vagy azok engedélye mellett adathatnak el, ós ezen engedély k' nem nyerése esetében újból kiviendők. 2.Mákony mely bár vámmentesen behozható, de csak a mákony-bérlőnek, vagy ügynökének adható el. Azon esetben, ha ily eladás nem létesül, azt ismét ki kell vinni, anélkül azonban, hogy valamely adó vagy vámmal terheltetnék. Ezen rendelet megszegése a mákony lefoglalását ós elkobzását vonja maga után. A mi az erjedett és lepárolt italokat illeti, az osztr. magy. birodalom alattvalói ugyanazon szabadalmak élvezetében lesznek ós más megszorításoknak alávettetni nem fognak, mint melyek franczia alattvalókra nézve az 1867. augusztus 7-iki egyezmény folytán fennállanak. A siami kormány ezenkívül fenntartja magának azon jogot, hogy a rizs, halak ós só kivitelét megtilthatja, ha véleménye szerint beállhat' szü sógtől lehet tartani az országban; de az ily tilalom, mely életbelépte előtt egy hónappal kihirdetendő, nem gyakorolhat befolyást oly szerződések teljesítésére, melyek jó hiszemben a tilalom kihirdetése előtt köttettek; az osztrák-magyar monarchia kereskedői azonban minden oly vételt, melyet a tilalom előtt megkötöttek, kötelesek a siami hatóságok tudomásra hozni. Meglesz egyszersmind engedve, hogy oly hajók, melyek a kiviteli tilalom kihirdetésekor már megérkeztek volt Siamban vagy melyek chinai kikötőkből, vagy Singaporóból kiindulva Siam felé tartanak, ós az ottani kikötőket előbb hagyták el, mint a kiviteli tilalom, ott tudva lehetett volna, kivitel czéljából rizszsel, ha lakkal és sóval rakodhassanak meg. Készpénz, veretlen arany és ezüst, élelmi szerek és szeméi, es tulajdont képező ingóságok vámmentesen vitethetnek be és ki. Ha a siami kormány jövőben a vámot bármely siami vagy más hajókon ki- vagy bevitt árukra lejebb szállítaná, az ily leszállítás előnyeit azonnal azon hason-termények is ólvezendik, melyek az osztrákmagyar monarchia hajóin vitetnek ki vagy be.
