The VÁTI (Scientific Institution of Town Planning) has been put in charge of the acquisition and distribution of the maps as well as of certain preparatory activities. As far as the maps of Budapest districts were concerned, the work was entrusted to the BUVÁTI (Scientific Institution of City Planning of Budapest). Both planning institutions were able to meet the requirements but to a certain extent. Nevertheless, the supply of the towns and the j.nost important communities with new maps of indentical scale (150 settlements altogether) could be ensured. c/ THE SURVEY OF PUBLIC ADMINISTRATION The territorial administrative organization of the settlements underwent important changes since the census of 1960. A number of districts ceased to exist, villages joined or obtained the rank of a town. The settlements generally underwent non-negligible territorial adjustments too aswellasthe inhabited areas of outskirts' districts considerably diminished. All this contributed to the importance of the survey of the settlements as the first task of the preparatory work. It resulted in the survey of public administration, to the results of which - according to the pattern given - a draft map of the respective community or town had to be annexed showing the limits of the districts and outskirts with the indication of the inhabited areas. The main data collected are: - area of the community or town in cadastral yokes; - downtown districts of the community and town in cadastral yokes; - preliminary number of inhabitants; - preliminary number of dwelling houses; Preliminary data concerning the population and the residential houses had to be reported in the following breakdown: - central downtown area - other downtown areas - inhabited area in the outskirts to be developed - other inhabited area on the outskirts. The notions were defined according to the principles concerted with the Ministry of Housing and Public Construction. (During the census of 1960 only the classification according to downtown and outskirts' areas was used.) During the survey, the changes occurred in the settlements since 1960 had to be enumerated by lots, in the first place as to the names and the inhabited areas on the outskirts. The collected and supervised data served as a basis for the preparation of the Gazetteer of 1973 at the same time. 22
