Austria-Hungary and the Ottoman empire 271 the failure of the Ottoman empire to develop into a viable member of the European states system. The cultural and political gulf continued to divide the Habsburg and Ottoman empires even in the years of the wartime al­liance. It was not, therefore, an inexorable community of fate, but simply the coincidence in time of the blows sustained by the two empires in the World War, that ensured that in their death they were not divided.
