The following of our friends wish a happy New Year to the whole Jewish community THE PALESTINIANS ruin Israeli democracy, with the inevitable intensification of such measures as "collective punishment" (the dynamiting of houses), suppression of political activity, "administrative arrests" without charge and deportations to Jordan. The highest price Israel will have to pay for prolonged terrorism is the loss of the spirit of her citizen army, over which Israeli writer Shimon Shamir has agonized. The young soldiers, the source of Israel's strength, visiting their paraplegic and quadraplegic comrades in veterans hospitals, are asking: "How long can we go on fighting with raging resistance to threats of extermination?" Israel cannot afford to wait for terrorists to become humane. Time and numbers are against her. She must break out of the frame­work of aggressive violence. She must not only seek peace but pursue it actively. She must take the initiative in peace as she has in war. She can proclaim willingness to negotiate with any Palestinian leaders who will renounce terrorism. Such a proclamation would not affect her security, and it is her road to survival. Once a Palestinian state comes into being, it will have to build a government apparatus, with thousands of officials, ministers and ambassadors, each with a stake in the status quo. Any threat to that status will be a threat to those thousands. It will hardly be worthwhile to be a terrorist or revolutionary. Such has been the experience of practically all emerging coun­tries, including Israel. Yesterday's terrorist is today's establishmen­­tarian. The supreme example is Menahem Beigin, leader of the terror­ist Irgun Z'vaei L'umi during the British Mandate of Palestine and now leader of the Likud Party in Israel's Knesset, a conservative par excellence. The gigantic undertaking of ingathering and rehabilitating the refugees, with the support of the international community, would engage the Palestinian state economically for a long time. The leader of such a state—Arafat or anybody else—would have to prove he is master in his own house. The task of quelling terrorism would thus pass from Israel to the Palestinian government. Only the Palestinians themselves are capable of removing Pales- j tinian terror. Our century has not seen a single instance of a military 1 victory over a terrorist organization. Kenya's Mau Mau and Malayan I guerrillas, the Irgun under Britain's Palestine Mandate and the FLN j in Algeria, the Giap guerrillas of North Vietnam and the struggle in j Portuguese Guinea—they all have a common denominator: none i were overcome by military means. The accommodation was political, negotiations with the terrorists themselves as in Algeria, or talks with j. a moderate national leadership which itself halted the terror, as in Malaya. The only way to terminate the Palestinian terror is, therefore, to find an arrangement acceptable to the majority of the Palestinian peo­ple, satisfying its new-found yearning for a national identity, for a na­tional home called Palestine, flying the Palestine flag. Such a state, free and sovereign in accordance with an accommo­dation with the state of Israel, would mean a movement toward law and order in the whole of the Middle East, bypassing the manoeuvres of the superpowers. , . , . ,__I This is the kind of reasoning Canadian Jews need to adopt when i trving to understand Middle East realities. While Canadian Jews must concede the rights of Palestinians, they are entitled to ask that Palestinians recognize the legitimate fulfill­ment of Zionist aims. The United Church General Council has called upon the Arabs, including the Palestinians, to do so. It must continue to stress this call, especially in the light of recent developments at the United Nations. For years Palestinians and other Arabs have been saying that Zionism and racism are one and the same. Now they have won over most of the member-states of the UN to this view. Saying Zionism is racism does not make it so. Simply stated, Zi­onism is the organized return of the Jews to Palestine, but this return was not meant to be achieved through aggression. As first conceived by the prophet 2,500 years ago—"For out of Zion [Jerusalem] shall go forth the moral law"—and by the first Zionists early in this century, authentic Zionism is the transformation of the Jewish people into a national organism devoted to the creation of non-competitive nation­alism. It is the belief that the individual cannot be moral unless the nation is moral. Israel is often accused of racism because she has one immigration law for Jews and another for everybody else; she grants Jews instant citizenship whereas non-Jews must go through a process of natural­ization. These are inequities that stem from the founding of the state as a haven for persecuted Jews. Without the justification of persecution, Canada for years gave instant citizenship to British immigrants, yet escaped the label of racist. Given a period of security and peace, there is no reason why Israel, developing her ancient Zionist traditions, should not become a secular state, as Herzl envisioned her and as most of her citizens want her to be, with equal treatment for all who wish to settle in the land. Israel also suffers the disadvantage of struggling with the burden of an image as a military occupier. The most benevolent conqueror is still an enemy. The fact that Israel applies the repressive measures of the old British Mandate law to the inhabitants of the West Bank adds credence to the inimical image. It does more. It tears the fabric of de­mocracy in Israel herself, for you can't have full civil rights for one section of the population and restrictive regulations for another. This is an agonizing situation for many Israelis, reared in libertarian tradi­tions, and it opens Israel to unpleasant charges and Zionism to misin­terpretation. Such policies have to be undertaken cautiously but they can be pursued much more vigorously than in the past. These options are far more realistic than the general Canadian Jewish stand in that they contribute to the ultimate security of the people of Israel as well as to the preservation of their institutions, which embody the original con­cept of Zionism. Canadian Jews have much to amend in their attitude toward the Palestinians, but so have United Church leaders in their attitude towards the Jews. The Palestinians are not the only homeless people in the world. Although millions of refugees still languish in southern and southeast Asia, The Observer has made the Palestinians its major concern. The pain of homelessness is deep whoever bears it, but one must remember that the aim is to solve both Jewish and Palestinian homelessness.
