distribution of funds without harmfully affecting the research results, have not yet met with success. Although there is an unchanged increase in the gross expenditures on re­search /they rose from 0 20.5 billion in 1965 to 25 billion in 1968/, the federal funds show a downward tendency which caused uneasiness in the scientific community, in fact, it became the centre of the scientists' anxiety. The federal supported re­search has first shown a tendency to decrease in 1967-1968 since World War II, and further decrease can be expected in the next fiscal year. All these can to a great extent be attributed to the growing costs of war in Viet-Nam. More and more important role is being played in the debate on science development by the diminishing returns of research and development. THE SITUATION OF SCIENTIFIC RESEARCHERS IN FRANCE Some major state agencies of French science policy have recently taken sev­eral surveys of the situation of researchers. Their findings are summarized by the author under the following headings: 1. The number of researchers in France 2. The survey of French researchers General facts and figures Higher educational background and scientific qualification Time spent on research Distribution of researchers by specialized fields Proficiency in languages and study-tours in foreign countries Distribution by place of birth and employment 3. The ratio of researchers to the auxiliary staff 4. Problems of training new scientific cadres The facts show a considerable development which has taken place over the past decade in building up a system of research institutes in France. At he same time they also call the attention to further problems which inevitably result from a rapid quantitative growth. THE STATE OF SCIENTIFIC AND INDUSTRIAL RESEARCH IN FINLAND Relying on recent statistical figures, annual reports of the Finnish Academy of Sciences, as well as on Professor Walter Jensen's report to the EFTA, the paper out­lines the governmental and industrial research activities in Finland, gives information on the number of students and professors in universities, the historical development of 899
