GUIDELINES FOR A TECHNICAL INFORMATION SERVICE The information service of a research institute must widely take into account the human traits and customs of its users. Great care must be taken of the propaganda of information work, and of convincing the users about the significance of the service. The information engineers must see to it that the service follows with interest the most important themes for the firm, weighing the significance of certain documents from this point of view, and define the best form of information. The information service must constantly develop its methods and the technique employed. For this reason at least 3-5 % of its resources must go to development. THE STATE OF SOCIAL RESEARCH IN SWEDEN The author, who prepared his work for the research seminar of the Swedish Academy of Technical Sciences, demonstrates that in Sweden social research falls greatly behind research conducted in the natural science. He points out the causes of this, and then gives recommendation for changing this situation winding up his analysis with practical conclusions. CERTAIN PROBLEMS OF RESEARCH ADMINISTRATION IN THE OECD-COUNTRIES The study published by the OECD summarizes the experience gained regarding the administration of scientific research. In this connection it emphasizes the following as pre-requisites of high-quality and successful work: highly-qualified research personnel, up-to-date work conditions, flexible combination of well organized work, insuring scientific freedom, adequate equipment and buildings, the assignment of the necessary material support and its proper application. The article specially outlines the qualifications expected of the person who is directing research. According to these, he must be an individual well versed in research and has to be in possession of good organizational qualities. The scientific manager in addition to being able to take decisions on important problems /selecting the theme for research programme, the distribution of specialists for the successful resolving of tasks, the selecting of the field of application of financial resources/, must also possess psychological sense, further, must work out rational methods of control in his sphere of work and on top of this, he has to cooperate in the promotion of scientific results in everyday practice. 396
