156 SUMMARY INTERNATIONAL RELATIONS AND OPPORTUNITIES FOR COOPERATION IN COLLECTION BUILDING This paper is the Hungarian version of a Russian-language lecture delivered to the Bratislava (Czechoslovakia) conference of national academy library directors in the autumn of 1983. International cooperation in collection building must be preceded by the development of information tools on an international scale and by international cooperation concentrating on the latter. A modern communication technology, effi­cient postal service, telex, etc. are indispensable tools of cooperation. Cooperation in collection building has to be based on mutual interests, as otherwise nothing but decla­rations can be expected. The international harmonization of collection building appears to be more difficult than cooperation in the exchange of information. Not without foundation, the researchers and libraries may consider their supply of primary informa­tion to be safe only if they are able to possess the primary literature. This phenomenon is manifest even within a single country, and more so internationally. The principle of „single processing-multiple utilization" is correct but extremely difficult to implement. It is also necessary to reckon with the continuity of the building up of large collections. The cooperation in collection building is linked to the assertion of the principle of networking. The role of standardization is important in cooperation. However, the most important condition of international cooperation is the progress in international poli­tical and economic conditions, in conjunction with scientific and cultural relations, and the positive atmosphere needed for all of them.
