In this paper I have set Myself the following objectives: — to provide a comprehensive deseription of the library policy of Klebelsberg and Hóman on the basis of their own announcements, speeches and articles. — to contribute to the formation of a more accurate picture of the era. The essay about the activities of Klebelsberg and Hóman lack the thorough examination of their ideas concerning library affairs and especially their impact on librarianship. 164
