There is still another fact supporting this dating of the Caesa­rean inscription. As the summit (and the end) of his career, L. Valerius Valerianus held yet another office, as praefectus Mesopotamiae et Osrhoenae (Duncan-Jones 1969, 229-233; 1970, 107-109). This honor was not included in the inscription of Caesarea, which therefore must have been put up before his new office in Mesopotamia. The praefectura of Valerianus in Mesopotamia has been dated in different ways (cf. Magioncalda 1982, 198-201). In any case, it seems probable that he could not have had this new appointment before 214. The province Os­roene was established under the procurator C. Iulius Pacatianus in A.D. 197 {CIL, XII, 1856, cf, p. 828 = ILS, 1353) in A.D. 195, (Wagner 1983, 114 - AÉ, 1984, 919) and was mentioned under the procurator L. Aelius Ianuarius in A.D. 205 (Wagner 1983, 115 = AÉ, 1984, 920). The same time the rule of Abgarus the Great was resticted to a small area of Osroene (regnum Abgari) which included Edessa. The last monarch, Abgar IX, was dethroned by Caracalla, and Osroene became a new status, as part of the Mesopotamian prefecture (Angeli Bertinelli 1976, 39-41; Magioncalda 1982, 190-192). During the Parthian war Caracalla possibly appointed Valerianus, a worthy commander in the earlier oriental battles, who had a thorough knowledge of the region, to be te praefectus of the combined province of Mesopotamia and Osroene. Although this is only an hypothesis and a later date might equally be possible, there is yet another fact - in addition to Valerianus earlier merits - that should favor the years 214-217: the age of Valerianus. Since he started his prima militia in Pannónia ca. 178, he must have been born ca. 160. He was therefore in his mid-fifties by 214-217, and in his sixties by 220-230., the time fixed by Pflaum for his Mesopota­mian activities (AE, 1971, 476). Although the higher age cannot be re garded as abnormal, the earlier date seems more suited to a delicate assignment such as that in Mesopotamia. Thus I believe that the inscription of Caesarea was put up by Mevius Romanus after 212, and probably before 214/15, in honor of L. Valerius Valerianus, his former procurator.
