262 Vida István received indication that this project of Nagy's is Communist inspired since Nagy's visit Moscow failed this respect and Communists would like similar effort also fail in London and Washington. In view victory celebrations holidays June 10 and 11 and Bevin's departure Paris June 15, official said it had been indicated to Nagy that timing of visit not good but Nagy not concerned at this. Foreign Office has decided to intimate to Nagy that endeavour to obtain in London reversal Transylvania decision would fail. Official said Foreign Office is giving thought to desiribality instructing British Embassy, Washington, to discuss subject with Dept, because of British concern that there be no divergence in US and UK position on matter. He indicated desire that Foreign Office's concern this regard be communicated to Dept. Official stated that under above indicated circumstances, Foreign Office feels Nagy's visit may do more harm than good and might better be postponed until after peace treaty with Hungary. SUBJECT: Proposed Visit to the United States and the United Kingdom of the Prime Minister of Hungary Mr. Secretary The Hungarian Prime Minister, Ferenc Nagy (Smallholders Party), wihes to visit the United States and Great Britain officially at the earliest opportunity, accompanied by Deputy Prime Minister Rákosi (Communist) and the Minister for Foreign Affairs Gyöngyösi (Smallholders). Indications are that the purpose of these visits is to endeavor to obtain reversal of the Foreign Ministers' decision concerning Transylvania and there is also the distinct possibility that Communist support is being given the project with the idea that the visit will be on more fruitful than the Prime Minister's recent trip to Moscow, a development which the Communists could make use of locally in Hungary. However, the British have indicated their willingness to receive the Prime Minister and his party, although Mr. Bevin had pointed out that they should not reach London before June 11 and it is problematical whether he will be able to receive the Prime Minister personally owing to pressure of business and the June 15 Paris Conference. In view of the British acceptance of the Prime Minister, I doubt the advisability of our declining to extend an invitation to him to visit the U. S. Accordingly, I recommend that we invite him to visit Washington, generally on the same terms as specified by the British. We could agree to defray the cost of his trip as he has suggested, but state that in view of previously scheduled official visits to Washington (President of Colombia before June 10 and the King of Siam from June 19-22) it will be necessary that the Hungarian visit takes place between June 11 and 18.1 attach a draft of a telegram 1 to Budapest in this sense for your signature if you approve.
