154 Karsai Elek Mr. Me Cormick thought that if Bêla Kun was put out of office the blockade could be removed. In his opinion, the matter was one of the greatest importance, as Hungary was the last barrier still standing to prevent the reestablishment of normal economic conditions in Southern Europe ... ... It was agreed to authorise the Supreme Economic Council to take all preparatory measures to remove the blockade restrictions on Hungary, whithout further reference to the Supreme Council, as soon as the General Staff informed it that order had been reestablished in the country." "... In Vienna, at the beginning of July last, he (i. g. Ágoston) had negotiated with Prince Borghese and Sir Thomas Cunninghame the result of these negotiations being that Sir Thomas had invited the leaders of the Trade Unions to Vienna. An agreement was made to the effect that the place of the Soviet Government should be taken by a Cabinet consisting 30% of bourgeois, 30% of labourers and 30% of peasants. In the third decade of July, after my appointement, as Hungarian Ambassador in Vienna together with Mr. Peter Ágoston, the Hungarian interime Minister in Vienna, Mr. Jacob Weltner, the redactor of Népszava and Mr. Charles Peyer, later Minister of Social Welfare. I had the honour, with the consent of my Government, to engage negotiations with the representatives of the Allied Powers, in the matter of Hungarian Problem, resp. about forming such a government, which the Allied Powers were inclined to acknowledge. In the course of these negotiations, the representatives of the Allied Powers: Exc. Allizé, Amb. the Duke of Borghese, and Capt. Gregory, in accordance with you, Sir. Col. have fixed their conditions in eight points, after the fulfilment of which, the Allied Powers would have been inclined to begin the Peace Treaty with Hungary, resp. acknowledge the new Hungarian Government." (KE Thereafter the eight points of the agreement are following) "Though the declaration of the Supreme Council, dated from the 25th July, publicated on the 27th July does not repeat these points particularly, yet the Hungarian working class has started the movement for the solution of the problems on this base four days before the occupation of Budapest by the Roumanians already the Government of Béla Kun has abdicated and Peidl Govern­ment assumed its place. On the 1st August 1919 p. m. I had the honour as Viennese Ambassador of my Government in its commission personally to state your Esq. and Mr. Allizé, Amb. that the Hungarian Government has immediately fulfilled the requirements of the Allied Powers composed of eight points mentioned just without official obligation. The Government has been reorganised by the part taking of Mr. Haubrich Ágoston and Garami in, and has appointed the under-named (— Böhm) to its Vienne Ambassador, with the purpose of leading further negotiations. The Kun government has resigned the bolshevistic agitation totally stopped and immediate negotiations have begun partly of personal presence of your Esq. with the assistance of Count Bethlen wich had the purpose of completing the Government in Budapest with the assistance of representatives of the middle class and peasant parties. The Government suspend any confiscation and occupation and the nationalization with regard to the houses and factories was given up.
