"... In spite of distinct successes by which the Red Troops were enabled to reach the Galícián frontier North of Bartfeld, the hopelessness of the whole position, in view of the Entente blockade and the antipathetic attitude of the Supreme Council at Paris, induced the Socialist to seek the aid of the Viennese Socialists in forming for them a bridge by which the Hungarian progressive elements might once more come into political contact with the Entente Powers ... when Béla Kun insisted upon the transfer of the army from Slovakia to the line of the Theiss, for the purpose of attacking the Roumanians, both the Commander, William Böhm and the Chief of the Staff, Strom­feld, resigned (July 12th). The former, being as stated as Socialist came at once to Vienna (July 15th) to see dr. Bauer, the Austrian Foreign Secretary, and asked the latter to sound the Entente to ascertain whether the Governments thereof would be willing to treat with and acknowledge a Socialist Government based on the Trade Unions, and if so, whether they would raise the blockade and send in food. Bauer replied that he was ready to act as intermediary if Böhms proposals were feasible. Böhm then left for Pesth to consult the Socialist Party and Trade Unions. On this occasion the main essentials of the proposed change were definitely laid down, namely, a return to occidental orientation involving the discard of Russian influence; the dismissal of the Communist element and the reaffirmation of the principle of universal representation, and an immediate cessation of political persecution. On July 17th Böhm succeded Ágoston as Hungarian Minister at Vienna. And as soon as Bauer was informed of this, he agreed to sound him fully upon the chances of upsetting the Kun administration. On July 22nd Böhm commenced negotiations with the British Military Representative ... Telegram of Cuninghame to P. D. (Paris) July 24th (Stop) The former Hungarian Commander-in-Chief, William Böhm, the most powerful factor in the old Hungarian Army, and himself a Socialist and present representative of Hungary in Vienna, having approached the British Military Representative with a view to ascertain­ing upon what terms the Entente would be willing to come again into relations with the people of Hungary. A Conference of the representatives of France, America, Italy and Great Britain took place at Vienna on July 23rd (Stop) As a result of which the following formula was submitted to him as a plan of action for the removal of the existing communistic regime in Hungary and as a means whereby a transitory Government which the Entente would be willing to support might be instituted. Formula Begins: 1. Böhm to assume a dictatorship in which complete powers of Government are vested. Names of associates to be discussed : Haubrich, Ágoston, Garami, suggested. 2. Dismissal of Communist Kun Government, repudiation of Bolshevism and complete cessation of bolshevistic propaganda. 3. Dictatorship to bridge over period until formation of Government representative of all parties. 4. Immediate cessation of all terroristic acts, confiscation and seizures. 5. Immediate calling of Entente Advisory Bodies. 6. Raising of blockade and immediate steps to be undertaken by Entente to supply food, oal, and assistance in opening the Danube. 7. No political prosecutions. 8. Ultimate determination respecting socialisation to be left to permanent Goverment." "... General Summary Whereas can be no doubt that Kun yielded to the force of the Roumanian Army and not to any negotiations, there is equally no doubt than that negotiations thmeselves premitted armed resistance to the last in the City of Budapest, and by forming an alternative executive in time enabled order to be maintained."
