A brit—magyar diplomáciát érintkezés történetéhez -315 recognition of the present Government and some expression of willingness to help would just now be of enormous value. They keep on by holding out hopes of help and support from England but it never comes, and if it is delayed much longer, the collapse will come. He gave a very unfavourable account of the action of the French. In personal intercourse they apparently showed a very serious want of courtesy and they had made the incredible blunder of sending black troops to Budapest. The general purport of his conversation was exactly the same as we hear from other places, as for instance, in the report from Austrian-Silesia given to us by Mr. Rose, which I have already sent forward. What all these people ask for,, is ^authoritative representatives, preferably from this country, who will enquire into the situation on the spot and then, when they have discovered what presicely is necessary, whether in the way of food or other material to keep things together until the Peace, will have have it sent so far as supplies are available. The continued delay in any such action and the complete reservation which is being maintained on these matters cannot fail to do most serious injury. The situation was such as to give this country an unparalleled opportunity at the time of the armistice; week after week goes by and nothing is done; the opportunity is being lost. If advice and help does not come soon we are told by every competent observer that the result will be a complete overthrow of society, the inevitable result of the starvation which must follow during the next few months, and the responsibility for this will be held to rest upon Great Britain and America who alone have the power to prevent this catastrophe. It is surely needless to point out that the responsibility for the loss of life and of the other misfortune which will fall upon the whole of Central Europe if things go on, will attach to those Powers who, while they continue the blockade, do not take the necessary steps for preventing the blockade having its inevitable consequences. 28. 12. 18. A feljegyzést Mr. Hed'lam—Morley készítette, a War Department-ben 1918. december 30-án szignálták.* Az ügyirat borítólapján az alábbi megjegyzések olvashatók: As regards relief, the present situation respecting former enemy, neutral and allied countries is most disquieting — and we must not forget, while giving sympathetic consideration to the claims of Austria and Hungary, that our own Allies such as Roumania are in desperate straits and that it will be hardly be an edifying example if we leave them crying for food whilst we devote our energies to the countries wich fought against us. That thus is a distinct danger is shown from the fact that Vienna is ' already receiving effective help from Mr. Hoover while our own Allies are not. Until an Inter-Allied Council is really set up with effective machinery to consider in what order relief is required and with practical power to carry its decisions into effect, so long will this state of things continue. At present there is no sign of any such Council actually setting to work although in principle every one agrees as to its desirability — and we are powerless to get matters going. D/3. 1. 19.
