1 the latest reports confirm the news that Austrian workmen are continuing to arm on the frontier, and that Hungarian communists are also beginning to return clandestinely, which is greatly disturbing the population. Besides this, irresponsible Hungarian elements, exasperated by the news of the transfer, are preparing for independent action, armed resistance and causing trouble; therefore Count Sigray considers military reinforcements necessary, which, however, has not been acceded to. Considering these circumstances, a reduction of troops is out of the question in the interest of ensuring public order. You are also requested to inform the Chancellor that neither Héjjas nor Prónay are in Western Hungary. For your information, I may add that a former company of Prónay is there under the command of Ranzenberger, together with Ostenburg's troop.

3 qui semble s'être posé comme principale tendance de procéder de la manière la plus parcimonieuse à l'élargissement des détenus roumains en classant à cet effet minutieusement ces infortunés dans de nombreuses catégories dont le but unique paraît être de rendre responsable le Gouvernement roumain des difficultés qu'il causerait pour l'élargissement de certains d'entre eux rien que par le fait qu'il introduirait parmi ces derniers des détenus appartenant à une autre catégorie que la leur, j'ai l'honneur d'informer Votre Excellence que le Gouvernement roumain, las de tant d'atermoiement, attend à ce sujet du Gouvernement hongrois une solution aussi prompte que définitive, en lui demandant de la manière la plus catégorique la mise en liberté de tous les détenus roumains, ci1 Supra, Doc.
