The Conference of Ambassadors is asking me for a reply by telegram as to whether the Hungarian Government will accept the following method of covering the expenses of the Commit­tees of Control to be sent out, which under Article 136 fall upon both parties: 3 % Each Government will advance one month's expenses for its own delegation. The Hungarian Government will, before the expiry of the first month, refund this advance to the head of each delegation, which will provide cover for the following month, before the expiry of which the expenses would again be refunded by us. This procedure would continue until the end of the work of the Committees of Control. I would ask for a reply by wire. 4 No. 563. 3614/pol.
