1 Wenn von den bezeichneten 400 Personen jemand nicht auswandern will oder nicht kann, können für diese andere genommen werden. Zweitens Aufnahme von Personen in die Liste welche wegen nach der Räteregierung begangenen Taten verfolgt werden. Beide Forderungen zurückgewiesen. Nach formeller Concession bei Feststellung einer unveränderlichen Liste gab Hanetski nach. Doch muss Text Vertrages nochmals mitteilen. Nächste Besprechung Dienstag. Verhandlungen ausserordentlich schwierig alles wird Moskau mitgeteilt. Vertreter nur vermittelt.

BUDAPEST, July 8, 1921. The Vice-Governor of the County of Csongrád reports that the Rumanians are not keeping the agreement regarding the cultivation of land; they are hindering the farmers from crossing the frontier, and have not returned the sixty frontier-passes sent by the magistrate of Battonya two weeks ago to the Rumanians for signature. In view of the fact that the harvest has begun, you are requested to intervene urgently with the Rumanian Government in the interest of securing these passes. 1 Cf. supra, Doc.
