IOO 1921 gram No. 34 1; nevertheless I have no objection to it in prin­ciple, assuming that the Austrian Government intends to pursue four different phases of negotiation in quick succession, and does not merely want to make use of them in order to draw out nego­tiations until the peace treaty comes into force. For the sake of expediency however, will you kindly suggest to the Chancellor that we should abandon the idea of exchanging written proposals 2 as clumsy and likely to delay matters, and ag­ree that a conference should be held between the responsible Aus­trian and Hungarian Ministers as soon as the Austrian Govern­ment informs us of their readiness to negotiate. In the course of this conference we are willing to make proposals, and if full agree­ment is not reached, the mediation of a foreign power might be agreed upon. According to Prince Castagneto's information Italy's attempt in mediation did not reach the stage of a concrete proposal made to the Austrian Government to open negotiations; consequent­ly we do not feel any obligation towards her. Although I do not share the anxiety concerning the corridor expressed in your code telegram No. 35,® Italy as a mediating power cannot be taken in­to consideration from our point of view because of her relations with the Little Entente. If no agreement can be reached with the Austrian Government concerning French mediation, we shall pro­pose that the appointment of a delegate as mediator should be entrusted to the Conference of Ambassadors. 4 You are request­ed however not to impart this as yet to the Austrian Government. 5 No. 95. 583/pol.
