Mr. Peretti recog­nises the shortsightedness of the Austrian policy and the econo­mic detriment which may accrue to Vienna from Hungary's be­haviour. He promised that he would exert his influence in the sense desired by us through the French Minister in Vienna 1 and the Austrian Minister in Paris, 2 but showed himself very pessi­mistic about the success of it. To-morrow I shall see Mr. Paléolo­gue and ask him to exert his influence on Mr. Millerand to the same effect. I believe that the intervention of the Allied Powers is the only possibility for a solution. According to Mr. Peretti, it is hardly likely that Czech or Yugoslav intrigues are behind Austria's behaviour and he again confirmed in the most positive terms that the Conference of Ambassadors was compelled to issue the note 3 at the repeated insistence of the Austrian Govern­ment. 4 I also emphasized specially that consolidation and order were impossible in Hungary if the Allied Powers undermine the position of the Government, which is working in this direction, by means of demands which are in contradiction to the Accom­panying Letter 5 and also to justice and sound policy. It would seem from what Mr. Peretti said, and also from an inspired ar­ticle in Éclair, that this time the Quai d'Orsay does not approve the step taken by the Conference of Ambassadors. 8 No. 23. 886i/pol. — 1920.
