1920 84 1 was concluded at Rapallo between Italy and Yugoslavia. At first, Signor Lago was reluctant to discuss the question with me at all and suggested that I ask Count Sforza for information. Later, however, he expressed the belief that the reports from Belgrade were incorrect. To his knowledge, no secret agreement was concluded at Rapallo. The report may be regarded as a summary of conversations held in Rapallo in the course of which agreements on certain question were reached. As far as the restoration of a Habsburg to the Hungarian throne is concerned, Signor Lago said that he knows Count Sforza's attitude sufficiently well to be able to assure me that Sforza would take, in view of Italian public opinion, a decisive stand against the return of King Charles. This would be regarded as the first step toward the re-establishment of the Austro-Hun­garian Monarchy. The same position would be taken, though perhaps less decisively, in case another member of the Habs­burg dynasty were elected as King of Hungary. But, accord­ing to Lago, Count Sforza has no objection to the monarchical form of government in Hungary. This last remark seems to in­dicate that our neighbours plan to oppose not merely Habs­burg restoration but the monarchical form of government gener­ally. I pointed out to Lago that the return of the Habsburgs to the Hungarian throne would in no way represent a threat to Italy, on the contrary, it may, in the long run, be in her interest. My impression from this conversation is that Italy's attitude is determined, partly at least, by the position taken by France. No. 869. 1461/pol. The Minister of Hungary in Vienna, Dr .
