1920 797 Should this be acceptable, Austria would be willing to assume the obligation to return to Hungary at a later date an equal quantity and quality of flour. Further, the Austrian Government would be willing to pay a cash guarantee in a sum to be agreed upon which would roughly correspond to a price of 47 [ paper] crowns. Finally it would agree to pay a penalty corresponding to a price of 80 [paper] crowns, should the flour not be returned as pro­vided in the agreement. The Austrian Government would be grateful if an agree­ment on this basis could be reached. If that is not possible it believes that it would render a greater service to Hungary if it. did not avail itself of the flour offer however difficult it may be to do so.
