Résumé Case Study of the Romanian National Ethnic Minorities and of the Transylvanian Refugees on the International Fora in 1988-89 A well-marked shift occurred in the Hungarian strategy of external policies in 1988: this change was realised both by the Western European and the Socialist countries. The Hungarian Party leadership decided to bring the Hungarian-Romanian conflict out of its decades-long bilateral framework to the international platforms. The way to do it was, however, strongly influenced by the desire of Budapest not to disrupt the unity of the Socialist block. As a result, the Hungarian diplomacy chose to criticise its ally's policies concerning human rights and minorities by combining the real message with the rhetoric expected by the friendly Socialist countries. The study takes closer look at the most important international fora where the Romanian policies concerning human rights and minorities could be put on the agenda - often not as a result of an explicitly Hungarian initiative, but of the efforts of the Hungarian diplomacy. The purpose of the study is to present and evaluate the various points of view, the range of diplomatic tools and the effectiveness of the international actors concerned. 2013. tél 117
