Résumé The Hungarian Human Rights Diplomacy at the United Nations, or Successes and Failures during the Hungarian EU Presidency and the HRC Membership There are several preconditions for efficient multilateral human rights diplomacy. First, there is the necessity for a political determination by the given government to consider the question of human rights as a priority. In relation to this, there should be efforts by the decision-makers to clearly separate human rights issues from economic interests, which is crucial for the credibility of a government's human rights policy. Besides these political preconditions, the existence of a vibrant civil society, a high level of human rights consciousness of the population, harmony between the internal and external human rights policy, the determination of well-defined human rights priorities, and the training of human rights diplomats are all important preconditions to ensure the successful implementation of a national human rights policy, which can become a real brand for a government. The Hungarian diplomacy has chosen the following priority areas in Geneva during our Human Rights Council membership (2010-2012): to protect and promote the rights of minorities, to provide up-to-date and accurate information about the Hungarian human rights situation, to prevent and to address reprisals by governments against those who are cooperating with the UN and its mechanisms, to promote the independence of the judiciary, to support the international prevention 72 Külügyi Szemle
