Páti László • In 2000, the first year of the first Putin-era all three documents - the foreign policy concept, the military doctrine and the national security strategy - were adopted. • Each year of the Medvedev-era produced a document: 2008 - the foreign policy concept; 2009 - the military doctrine; 2010 - the national security strategy. • In 2013, in the second Putin-era, the new foreign policy concept has entered into force. This paper having examined the above-mentioned basic documents has come to the conclusion that Russia has a well structured, mature system of documents guiding its foreign and security policy that matches the European standards. In order to characterise the current state of the Russian foreign policy thinking, one could borrow the environmental slogan "Think globally, act locally!". Russian foreign policy has global ambitions and partially capabilities, but the real capabilities it can effectively use are local ones. Since these local capabilities include Russia being the core of the military-defence community and a viable economic integration core in the CIS-space. A major deficit of the Russian foreign and security capabilities lie in between the global and local levels, in Europe, meaning the "missing middle" for Moscow. 56 Külügyi Szemle
