Résumé The Undiscovered Bibó: István Bibó and His Contemporaries on the Crisis of Diplomacy in World War One The article is the second piece in a series meant to prove that István Bibó should be regarded as the founder of the discipline of International Relations (IR) in Hungary. The first article of the series appeared in the summer edition of Külügyi Szemle. The present study focuses on the changes of diplomacy in World War One, which the post- 1939 founders of the discipline interpreted as a crisis. It consisted of the subordination of diplomacy to strategy, the consequence being the failure of diplomacy in creating peace and the ideological division of the international community. The article revises the changed relationship of diplomacy and strategy and descriptions of the symptoms of the crisis in both peacetime and wartime. Although Bibo's contemporaries identify new diplomacy with the influence of utopian thinking in international relations in the interwar period, the continuation of new diplomatic practice during and after the Second World War suggests a paradigmatic shift, which Bibó foresaw. The article argues that the major difference in approach between Bibó and his contemporaries lies in their use of Karl Mannheim's total concept of ideology. Bibó applies Mannheim's evaluative concept, while his contemporaries draw on Mannheim's value-neutral concept. Beyond this difference, the article seeks to show the extent to which Bibo's use of language supports the claim that he is a member of the scientific community of IR in Kuhn's sense. 190 Külügyi Szemle
